Concerning the election of alternate members to the National Spiritual Assembly, I feel that only the nine original members of the National Spiritual Assembly are entitled to vote, whereas such alternate members as may be elected should be asked to fill vacancies only in a consultative capacity and not be entitled to vote.

I may pause here to remark that what I saw and heard at the Assembly, combined with what I previously knew of the Mysore Government, satisfied me that a more perfect form of government does not exist in the world. Here, as we have just seen, was a most important measure gained for the country after what was really a very short consultative meeting between the ruler and the ruled.

But there are few Englishmen either at home or in India who do not recognize the statesmanlike spirit in which Lord Morley, loyally seconded throughout by Lord Minto, has approached the very difficult problem of giving to the people of India a larger consultative voice in administration as well as in legislation without jeopardizing the stability or impairing the supremacy of British control.

In June, 1906, the Board of Education published a memorandum stating the reasons which had led it to take the opportunity afforded by impending legislation to abolish the Register, and in the Education Bill of 1906 a clause was inserted which removed from the Consultative Committee the obligation to frame a Register of Teachers. This clause was strongly opposed by many associations of teachers.

Not only had wise counsellors been tried; consultative assemblies had been tried also. Necker had been dismissed in 1781, after publishing the memorable Report which first initiated the nation in the elements of financial knowledge. The disorder waxed greater, and the monarchy drew nearer to bankruptcy each year.

By an Order in Council of the 3rd March, a reorganization was effected in the Army Board and Consultative Council, of the new men the Adjutant-General being General Sir Merrick Parr, uncle of Admiral Parr of the sea-fort Shakespeare, while the Commander-in-Chief and Inspector-General were the direct creations of the Regent, and the whole Headquarters Staff bound to follow him through thick and thin; and that "second reading" was near, which, if the Jews would vote against, well and good for Adair Street, but, if not, there remained either the prompt execution of O'Hara's scheme without waiting for the four yachts, copies of the Mahomet II, which were slow in building; or the knife of Harris.

He was prepared to give Indians a larger consultative voice in the conduct of Indian affairs, and even to introduce individual Indians not only into his own Council at Whitehall but even into the Viceroy's Executive Council, the citadel of British authority in India.

Yet it is a distinct gain to have the practical man brought into the administration of educational affairs; for teachers are, as a rule, too little in contact with the world of commerce to know much of the needs and ideas of business men. The Board of Education has already established a Consultative Committee of Educationists.

The substance of our recommendations was that a Department of Government should be specially created, with a minister directly responsible to Parliament at its head. The central body was to be assisted by a Consultative Council representative of the interests concerned.

It is a matter of interest to Americans to note the success which is attending the efforts of China to establish gradually a system of representative government. The provincial assemblies were opened in October, 1909, and in October of the present year a consultative body, the nucleus of the future national parliament, held its first session at Peking.
