I long worked on the idea that the line from Ivangorod to Cholm was a double line a matter of some importance last July. I have since found that it was single. A few weeks ago I suggested that there was difficulty in moving a great body of men rapidly across the Upper Wierpz. Yet the movement, when it was made, might fairly be described as rapid.

In the very last term of my office the Roumanian plan again came up, partly owing to the bitter feelings of the Poles on the Cholm question, and partly owing to the claims made by Germany, which rendered the Austro-Polish solution impossible. Simultaneously with these efforts, a plan for the future organisation of the Monarchy was being considered.

For miles one can see this road, which looks like a ribbon that grows narrower and narrower all the time; in the background is a forest, through and beyond which the road runs. At the farther end of the forest, on the shoulders of a hill, are the white buildings of the monastery of the Russian bishopric of Cholm.

The chief danger to the Russians at this stage still threatened from the south, where the archduke and Mackensen had pushed forward irresistibly in their advance to the east of the Vistula toward the railway running from Warsaw through Ivangorod, Lublin, Cholm, and Kovell to Kiev and Moscow.

Every day some ten thousand refugees were sent east by way of Smolensk, Orel, and Tula. Among these were many thousands of German colonists who had formerly been residents of Cholm and Volhynia, but had been removed from there by order of the Russian Government previous to the Russian retreat.

In furtherance of their movement, the Ukrainians demanded the assurance that they should be allowed to unite with the Government of Cholm, and with the areas of East Galicia occupied by Ukrainians. So long as Galicia belongs to Austria, the demand for East Galicia cannot be conceded. It would be another matter if Galicia were united with Poland; then a cession of East Galicia might be possible.

The population is registered and no one is allowed to immigrate or to emigrate without the proper papers. "Of course, there are also good, carefully tended main roads besides the bad country paths, and some of them are even paved for miles. One of these runs right straight from the south toward the Polish city of Cholm.

As to the demand for the Cholm territory, which we had wished to have relegated to the negotiations with Poland, the Ukrainian delegates refused to give way on this point, and were evidently supported by General Hoffmann.

Krasnostav, on the road to Cholm, was attacked on the same day by the army or General von Mackensen, and after a series of desperate rear-guard actions had been fought by the Russians was swept over by the German Allies. By the close of the day the Germans had taken twenty-eight officers, 6,380 men, and nine machine guns.

The fall of Lemberg had given the German right a position far to the east of their left, and Mackensen advancing from Lublin and Cholm had driven the Russians across the Bug at Wlodawa before Brest-Litovsk was taken. The marshes of Pripet were at their driest in August, and Mackensen encountered few obstacles as he pressed on from Brest to Kobrin and thence to Pinsk along the rail to Moscow.
