Another rabbi, Isaac, or Itshke, of Chernigov, was probably the first Talmudist in England, and his decisions were regarded as authoritative on certain occasions. These and others like them wrote super-commentaries on the commentaries of Rashi and Ibn Ezra, the most popular and profound scholars medieval Jewry produced, and made copies of the works of other authors.

Towards the end of 1833 the Council of State received, as part of the material bearing on the Jewish question, two memoranda, one from the Kahal of Vilna, signed by six elders, and another from Litman Feigin of Chernigov, well known in administrative circles as merchant and public contractor.

Iliya of Murom was terrified at the sight of such an army; nevertheless, at last he summoned courage, and resolved to die for his religion. So with a brave heart and a stout spear he attacked the unbelieving host, scattered them to the winds, took their leader prisoner, and carried him in triumph to Chernigov.

"Dear father and mother," said he "grant me permission to go to the famous city of Kiev." So his parents gave him their blessing and dismissed him, saying: "Go straight to Kiev, straight to the city Chernigov, but do no wrong upon your way, nor shed Christian blood in vain."

Such was the case in the town of Konotop, in the government of Chernigov, where, as a result of the self-defence of the Jews, the mob passed from plunder to murder. In the villages the ignorant peasants scrupulously discharged their "pogrom duty," in the conviction that it had been imposed upon them by the Tzar.

But if you have any regard for your lives, beware in future how you run such risks." And so saying he journeyed on to the famous city of Kiev. On his way, Iliya came to the city of Chernigov, which was besieged by a countless Pagan army, threatening to destroy its houses and churches, and to carry off into slavery all the princes and voyevodes.

The "phalanx" drove into their ranks and advanced rapidly in a northerly direction on its great flanking movement. But the Russian spirit was not broken, for at this critical moment General Polodchenko rode out with three regiments of cavalry the Don Cossacks, the Chernigov Hussars, and the Kimburn Dragoons.

The regulation was directed against the Jews who refused to do business on the Sabbath and the Jewish holidays, and who would have been ruined had they also refrained from trading on Sundays and the numerous Greek-Orthodox holidays, thus remaining idle on twice as many days as the Christians. The Jews appealed to the governor of Chernigov to revoke or at least to mitigate the new regulation.

This movement is characteristic for the whole of the fertile steppe region of the south. But separate instances of it are also found in Little Russia. Thus in a number of villages of the province of Chernigov the peasants were formerly individual owners of their plots; they had separate legal documents for their plots and used to rent and to sell their land at will.

The court of Chernigov, which was compelled to bring in a verdict of guilty against the perpetrators of the pogrom in the townlet of Karpovitchin the same government, decided to recommend the culprits to the clemency of the superior authorities, in view of the dissatisfaction of the people with the "exploitation" of the Jews.
