If man is not free in the materialistic sense, that is to say, is free, not by reason of his negative strength to avoid this and that, but by reason of his positive strength to assert his true individuality, then man must not punish the crimes of individuals, but destroy the anti-social breeding-places of crime, and afford to each person sufficient social scope for the expression of his or her individuality.
When I visited some of the breeding-places of the Shags on the 27th of May, 1878, neither Gulls nor Shags had hatched, but when I went to the Gull Cliff on the 20th of June I found nearly all the Shags had hatched, though none or very few of the Herring Gulls had done so; some of the young Shags had left the nests and were about on the water; others were nearly ready to leave, and several were little things quite in the down.
A bar of rocks projects across it, at a short distance from the shore; and these are frequented all day long by pelicans, that come at sunrise to fish, and at evening return to their solitary breeding-places remote from the beach.
There were no roosting-or breeding-places near our farm, and I never saw any of them until long after the great flocks were exterminated. I therefore quote, from Audubon's and Pokagon's vivid descriptions. "Toward evening," Audubon says, "they depart for the roosting-place, which may be hundreds of miles distant. One on the banks of Green River, Kentucky, was over three miles wide and forty long."
After the first inspection, 4,000 breeding-places were reported. About six months later there were less than 400. Similar work was done in all the towns and settlements along the route of the canal. In addition to this fight against the yellow fever mosquito considerable attention was paid to the breeding-places of the malarial mosquito. The results have been remarkable.
This makes the problem much simpler than if they could breed in any moist places such as well-sprinkled lawns, a shady part of the garden, etc. The whole problem of successful campaigns against the mosquitoes resolves itself into the problem of finding and destroying or properly treating their breeding-places.
There is no doubt that the carrion did attract ravens in numbers to this part of Wiltshire, but it is a fact that up to that date about 1830 the bird had many well-known, old breeding-places in the county. The Rev.
A. C. Smith, in his "Birds of Wiltshire," names twenty-three breeding-places, no fewer than nine of them on Salisbury Plain; but at the date of the publication of his work, 1887, only three of all these nesting-places were still in use: South Tidworth, Wilton Park, and Compton Park, Compton Chamberlain.
The Seals leave the open sea and take to the land. They go to their special breeding-places, or "rookeries," as they are called. The big "old man" Seals arrive first, and haul themselves on shore. Each chooses a spot for himself among the rocks. He then settles down to defend it; for more and more "old man" Seals come, all eager to own the best places. The roaring and fighting go on day and night.
Without this precaution, which entails a vast amount of labour, I do not believe one grub out of every fifty would survive, so overrun are these barren spots of ground used as breeding-places with hunting spiders, ants, and tiger-beetles. The grub is a voracious eater, but the diligent mother brings in as much as it can devour.
