Formerly they had to make up the shortage by eating camotes, but they have now become so prosperous that they can afford to buy rice, which is carted in over the Benguet Road. There are promising gold mines close at hand. Their development would have been impossible had not the construction of the Benguet Road made it feasible to bring in the necessary heavy machinery.

Otto Scheerer, the one white resident of Benguet, inviting us to make our headquarters at his house when we visited Baguio. Bright and early the next morning Mr. Scheerer himself appeared on the scene and guided us to his home, where he entertained us most hospitably during our entire stay. The trip from Trinidad, a distance of four miles, was made over a wretched pony trail.

They are the only cargadors, though in the Kiapa area of Benguet Province women sometimes go on the trails as paid burden bearers for Americans. Only men are said to tattoo and circumcise.

The credit for initiating this very important move is due chiefly to William F. Pack, at that time governor of the province of Benguet, who strongly advocated bringing the teachers to Baguio, and did everything in his power to make the first assembly the great success which it was. It has now become a fixed institution, and has accomplished untold good.

To the south of Bontoc are the Quiangan Igorot, the Banawi division of which, at least, names itself May'-yo-yet, but whom Bontoc calls "I-fu-gao'." They designate the people of Benguet the "Igorot of Benguet," but these peoples designate themselves "Ib-a-loi'" in the northern part, and "Kan-ka-nay'" in the southern part, neither of which names Bontoc knows.

Some ten kilometers of the remainder have since been incorporated in the first-class road system of the province of Pangasinán, as this part is chiefly used by the people of that province in shipping their agricultural products to Benguet, and in maintaining communication between their towns.

Just as the second Philippine Commission was filing out of his office, after receiving its instructions, he called out to us directing that we look into that Benguet matter, and if the facts proved to be as stated open up the country.

A long wooden drum, hollow and cannon-shaped, and often 3 feet and more long and about 8 inches in diameter, is common in Benguet, and is found in Lepanto, but is not found or known in Bontoc.

Two days later we passed a much-needed act regulating the sale of intoxicating liquors within the city of Manila and its attached barrios. On December 21, we appropriated $75,000 United States currency for the construction of the Benguet Road, little dreaming how much time would elapse and how many more dollars would be appropriated, before a vehicle passed over it.

Both are lithe and well proportioned, their full rounded muscles giving them the appearance of trained athletes; neither is as stocky or heavy set as are the Igorot of Amburayan, Lepanto, and Benguet.
