Convinced by our report that active measures should be taken to establish communication with this wonderful region, the commission, on September 12, 1900, appropriated $5000 Mexican, "for the purpose of making a survey to ascertain the most advantageous route for a railway into the mountains of Benguet, Island of Luzon, and the probable cost thereof."

There are in the Philippine Islands two places where relief from these conditions can be found: Camp John Hay, near Baguio, in the mountain province of Benguet, Island of Luzón; and Camp Keithley, in the Lake Lanao District of the Island of Mindanao.

On January 29, 1905, Colonel Kennon drove into Baguio in the first wagon to arrive there over the Benguet Road, which was opened for regular service on March 27th of the same year.

Generically, having in mind the meaning of the word, they are all Igorots. But it is the practice to distinguish the various elements of this great family by different names, restricting the term "Igorot" to special branches, as Benguet Igorot, Bontok Igorot, meaning those who live in Benguet or Bontok. The other members are known as Ifugao, Ilongot, Kalinga, and so on.

The non-Christian provinces had a very disproportionately large total of delegates, of whom four are put down as elected, but on examination we find that one of these is from Lepanto, the capital of which was an Ilocano town; one is from Nueva Vizcaya, where there is a considerable Cagayan-Ilocano population; one is from Benguet, the capital of which was an Ilocano town, and one from Tiagan, which was an Iloeano settlement.

This form of government spread with the advance of Aguinaldo's arms. Municipal elections were held in Tarlac in July, in Ilocos Norte and Tayabas in August, in Benguet and the Batanes Islands in September, 1898, in Panay in December, 1898, and in Leyte and Samar in January, 1899.

Should it become a law, there will be occasion to watch, with especial interest, the death rate of Manila and that of the archipelago as a whole. Baguio and the Benguet Road

The Igorots of Benguet and Lepanto received us with the utmost friendliness, and when not in danger of breaking our necks by falling over the edges of the wretched trails, we greatly enjoyed our trip.

On April 1, 1904, I rode over the road in a vehicle nearly to Camp Four, and came the rest of the way to Baguio on horseback over a new trail which zigzagged up a mountain side near Camp Four and followed the crest of the range from there in. A little later the Commission came by the same route, and spent the hot season in the cool Benguet hills.

Among these vestiges may be noted the bamboo knife used in circumcision; the sharp stick employed in the ceremonial killing of domestic hogs in Benguet; the bamboo instrument of ten or a dozen cutting blades used to shape and dress the hard, wooden spear shafts and battle-ax handles; the use of bamboo spearheads attached to hard-wood shafts; and the bamboo spikes stuck in trails to impale the enemy.
