Asshur-izir-pal, who seems to have regarded their conduct on this occasion as an insult to himself, and was resolved to punish their presumption, made his eighth expedition solely against this bold but weak people. The country of Beth-Adina, which lay on the left or east bank of the Euphrates, in the vicinity of the modern Balis, was overrun and added to the empire.

Of the salt lakes the most eastern was the Sabakhah. This is a basin of long and narrow form, lying on and just below the 36th parallel. It is situated on the southern route from Balis to Aleppo, and is nearly equally distant between the two places. Its length is from twelve to thirteen miles; and its width, where it is broadest, is about five miles.

The lord of this city has fifty tomans of balis in yearly revenue from salt alone; and as every bali is worth a florin and a half of our money, one toman is worth 15,000 florins, and the salt revenue of this city is 750,000 florins. This lord has been known to forgive 200 tomans of arrears at one time to his people, or three millions of florins, lest they should be reduced to distress.

Carchemish, which has been wrongly identified with Circesium, lay certainly high up the river, and most likely occupied a site some distance to the north of Balis, which is in lat. 36° nearly. It was the key of Syria on the east, commanding the ordinary passage of the Euphrates, and being the only great city in this quarter.

Read the memorandum the Chairs gave me respecting the application of steam navigation to the internal and external communications of India. It has been prepared carefully and ably, and is very interesting. It suggests the navigation of the Euphrates to Balis or Bir by steam, and thence the passage by Aleppo to Latakia or Scanderoon.

Now one balis consists of five pieces of silken paper, which are worth one florin and a half of our coin. Ten or twelve households are counted as one fire, and only pay accordingly.

It is not till about Balis, in lat. 36 deg., that this intention appears to be finally relinquished, and the convergence of the two streams begins. The Euphrates at first flows nearly due east, but soon takes a course which is, with few and unimportant deflections, about south-east, as far as Suk-es-Sheioukh, after which it runs a little north of east to Kurnah.

They consisted of the Euphrates valley, above Hit; of Mesopotamia Proper, or the country about the two streams of the Bilik and the Khabour; of Syria, Phoenicia, Palestine, Idumasa, Northern Arabia, and part of Egypt. The Euphrates valley from Hit to Balis is a tract of no great value, except as a line of communication.

Thence it is two days to Balis , which is Pethor on the river Euphrates, and unto this day there stands the turret of Balaam, which he built to tell the hours of the day. About ten Jews live here. Thence it is half a day to Kalat Jabar, which is Selah of the wilderness, that was left unto the Arabs at the time the Togarmim took their land and caused them to fly into the wilderness.
