After the conclusion of the war, portions of land were given to the Spaniards in Spain, to the Numidians in Africa, in consideration of their valour. Having sent Hanno back from Nola to the Bruttians with the troops with which he had come, Hannibal went himself into winter quarters in Apulia, and took up a position in the neighbourhood of Arpi.
The day he first pitched his camp in sight of the enemy, not far from Arpi, the Carthaginian, without delay, led out his troops, and forming his line gave an opportunity of fighting: but when he found all still with the enemy, and his camp free from tumult and disorder, he returned to his camp, saying indeed tauntingly, "That even the spirit of the Romans, inherited from Mars, was at length subdued; that they were warred down and had manifestly given up all claim to valour and renown:" but burning inwardly with stifled vexation because he would have to encounter a general by no means like Flaminius and Sempronius; and because the Romans, then at length schooled by their misfortunes, had sought a general a match for Hannibal; and that now he had no longer to fear the headlong violence, but the deliberate prudence of the dictator.
But the Sicilians, in testimony of their gratitude, came and brought him all sorts of presents from the island, when he was aedile; of which he made no private profit himself, but used their generosity only to reduce the public price of provisions. He had a very pleasant seat at Arpi, he had also a farm near Naples, and another near Pompeii, but none were of any great value.
Thus was Arpi restored to the Romans, without the loss of a life, except that of one man, who was formerly a traitor, and recently a deserter. The Spaniards were ordered to receive a double allowance of provisions, and on very many occasions the republic availed itself of their brave and faithful services.
The Samnite nation, which, at the time of the expulsion of the Tarquins from Rome, had doubtless already been for a considerable period in possession of the hill-country which rises between the Apulian and Campanian plains and commands them both, had hitherto found its further advance impeded on the one side by the Daunians the power and prosperity of Arpi fall within this period on the other by the Greeks and Etruscans.

The Aetolian of Arpi will not help us; but Messapus will, and Tolumnius the fortunate, and the captains sent by many a nation; nor will fame be scant to follow the flower of Latium and the Laurentine land.
A beginning having been made, greater numbers on both sides entered into conversation; and at length the praetor of Arpi was brought by his countrymen before the consul, and after exchanging assurances in the midst of the standards and the troops, the Arpinians suddenly turned their arms against the Carthaginians, in favour of the Romans.
Arpi, son of a man of the people, ruled for seven hundred and twenty years. Etana, the shepherd who ascended to heaven, who subdued all lands, ruled for six hundred and thirty-five years. Pili . . ., son of Etana, ruled for four hundred and ten years. Enmenunna ruled for six hundred and eleven years. Melamkish, son of Enmenunna, ruled for nine hundred years.
Here, as on the west coast, they occupied the mountainous districts, whose thinly scattered population gave way before the immigrants or submitted to their yoke; while in the plain along the Apulian coast the ancient native population, the Iapygians, upon the whole maintained their ground, although involved in constant feuds, especially on the northern frontier about Luceria and Arpi.
The dictator Quintus Fabius combined the two supplementary legions formed in Rome with the army of Ariminum, and when Hannibal marched past the Roman fortress of Luceria towards Arpi, the Roman standards appeared on his right flank at Aeca. Their leader, however, pursued a course different from that of his predecessors.
