We disembarked below San Rafael del Capuchino, on the right, at the Villa de Caycara, near a cove called Puerto Sedeno. The Villa is merely a few houses grouped together. This officer is the only white man who ever came from Angostura to Grand Para, passing by land from the sources of the Rio Carony to those of the Rio Branco. In February, 1819, the second Congress of Venezuela convened at Angostura. The Dictator resigned, but was unanimously elected President and given absolute power in all provinces which were the actual theater of war.

The houses of Angostura are lofty and convenient; they are for the most part built of stone; which proves that the inhabitants have but little dread of earthquakes. It is true that the shore of Nueva Andalusia sometimes undergoes very violent shocks, without the commotion being propagated across the Llanos.
