Besides this important act, some other salutary measures for the general good were carried by parliamentary leaders, such as enlarging the copyrights of authors, lecturers, and dramatists; abolishing imprisonment for debt for small sums; amending the highway and the marriage laws; enforcing uniformity in weights and measures, regulating prison discipline, and commuting death punishment for many crimes.

I fancy that Providence must have originally intended to bring in an amending Act, or whatever it's called, providing either for a less destructive sparrow or a more indestructible crocus. The one consoling point about our garden is that it's not visible from the drawing-room or the smoking- room, so unless people are dinning or lunching with us they can't spy out the nakedness of the land.

It can not be exercised in any State except by the people in their highest sovereign capacity, when framing or amending their State constitution. In like manner it can only be exercised by the people of a Territory represented in a convention of delegates for the purpose of framing a constitution preparatory to admission as a State into the Union.

If, as I believe, there ought to be in my own state, for example, a Workman's Compensation Act to supersede the present unsatisfactory system of accident litigation, and if the constitution forbids such a law which I very much doubt the true remedy is not to cast to the winds all systematic self-restraint and to inaugurate a new system of doing whatever we please whenever we please, unrestrained by declared rules of conduct; but it is to follow the orderly and ordinary method of amending the constitution so that the rule protecting the right to property shall not be so broadly stated as to prevent legislation which the principle underlying the rule demands.

If there was a rule preventing their amending it at the time, they could pass that, and then, Chase's amendment being merged, put it in the shape they wanted. They left room thereby for this Dred Scott decision, which goes very far to make slavery national throughout the United States.

The proclamation made it the duty of Governor Holden "at the earliest practicable period, to prescribe such rules and regulations as may be necessary and proper for assembling a convention composed of delegates who are loyal to the United States and no others for the purpose of altering or amending the Constitution thereof, and with authority to exercise, within the limit of said State, all the powers necessary and proper to enable the loyal people of the State of North Carolina to restore said State to its constitutional relations to the Federal Government and to present such a Republican form of State Government as will entitle the State to the guaranty of the United States therefor and its people against invasion, insurrections, and domestic violence."
