With Federal assistance, State and local governments by 1970 will be spending close to $110 billion annually. These enormous sums must be used wisely, honestly, and effectively. We intend to work closely with the States and the localities to do exactly that. Our third objective is priorities, to move ahead on the priorities that we have established within the resources that are available.
Even with our tax cuts, taxes as a fraction of gross national product remain about the same as they were in 1970. The fact is, our deficits come from the uncontrolled growth of the budget for domestic spending.
But Penny was saying in her abrupt, husky voice: "Above the line, 1250; below the line 720, making a total of 1970 on this hand, Karen." "Won't Nita be glad?" Karen gasped, then began to run totteringly, calling: "Nita! Nita!" But in the hall she collapsed, shuddering, crying in a child's whimper: "No, no! I can't go in there again!"
So science-fiction has a very real function to the teen-agers; it presents varying ideas of what the world in which he will live his adult life will be interested in. This is 1953. My son will graduate in 1955. The period of his peak earning power should be when he's about forty to sixty about 1970, say, to 1990.
While it is true that State and local law enforcement agencies are the cutting edge in the effort to eliminate street crime, burglaries, murder, my proposals to you have embodied my belief that the Federal Government should play a greater role in working in partnership with these agencies. That is why 1971 Federal spending for local law enforcement will double that budgeted for 1970.
Occasionally there comes a time when profound and far-reaching events command a break with tradition. This is such a time. I say this not only because 1970 marks the beginning of a new decade in which America will celebrate its 200th birthday. I say it because new knowledge and hard experience argue persuasively that both our programs and our institutions in America need to be reformed.
The real danger lay in the fecundity of her loins, and it was in 1970 that the first cry of alarm was raised. For some time all territories adjacent to China had been grumbling at Chinese immigration; but now it suddenly came home to the world that China's population was 500,000,000. She had increased by a hundred millions since her awakening.

Just as 1970 was the year in which we began a full-scale effort to protect the environment, 1974 must be the year in which we organize a full-scale effort to provide for our energy needs, not only in this decade but through the 21st century.
This administration cut more than $7 billion out of spending plans in order to produce a surplus in 1970, and in spite of the fact that Congress reduced revenues by $3 billion, I shall recommend a balanced budget for 1971. But I can assure you that not only to present, but to stay within, a balanced budget requires some very hard decisions.
