The pattern was repeated in 1955 when the second of the Pahlaví shahs, who had been induced by the mullás to approve a wave of anti-Bahá’í violence, was forced by United Nations’ protest and by objections on the part of the American government to abruptly halt the campaign—both interventions harbingers of things to come.
In 1955 the hostilities of the Chinese Communists in the Formosa area were brought before the United Nations Security Council. But the Chinese Communists rejected its jurisdiction. They said that they were entitled to Formosa and the offshore islands and that, if they used armed force to get them, that was purely a "civil war" and that the United Nations had no right to concern itself.
There have been 73 meetings since August 1955. The Chinese Communists were notified accordingly the latter part of July, but there was no response. The Secretary of State, in his September 4th statement, referred to these Geneva negotiations. Two days later, Mr. Chou En-lai, the Premier of the People's Republic of China, proposed that these talks should be resumed "in the interests of peace."
The "third world," consisting chiefly of European empire fragments, has not consolidated, but after the Bandung Conference of 1955 has consisted of a fragmented Africa and Asia torn by domestic and inter-state conflicts and harried by the persistent intervention of the western powers.
My letter of November 10th outlines in a little more detail what the Guardian has in mind for Bahá’í temples; and he hopes that something suitable may soon be found for a temple in Germany. The Beloved Guardian has asked me to write to you, explaining that while the question of a Dome for a Bahá’í Temple, is not specified in the Teachings, yet he feels that for the Temple in Germany, you should plan a building with a central Dome. He thinks it would enhance the beauty of the structure now being planned for Frankfurt.... 8 March 1955
Please refer to my letter of November 23, 1955, item 6, in which it is stated the Guardian felt “the cost should run about $300,000 or a little more; certainly on the outside, not more than $400,000.” The Guardian has directed me to advise you, that he now feels the maximum which should be spent on the construction, is $300,000 and no more.... 19 May 1956
It is of course more beautiful, generally to have a dome, or even domes, but that is not a necessary requirement of the Temple. Likewise the Guardian indicates, it is not essential that there be nine doors. The real requisite is that the building should be circular in shape, having nine sides; that there should be nine gardens, walks, etc.... 1 July 1955
He would like to know the area of land involved, the size of the building, so far as number of rooms is concerned, the original purchase price of the Hazíratu’l-Quds, the expenses of the transaction, and then the total cost.
