Extension of the advantages of insured lending to private credit engaged in this task of rehabilitating obsolete neighborhoods; Insurance of long-term, mortgage loans, with small down payment for low-income families; and, until alternative programs prove more effective, Continuation of the public housing program adopted in the Housing Act of 1949.

What was the answer? I dug out the file. In 1949 all of the original material on the incident had been microfilmed, but something had been spilled on the film. Many sections were so badly faded they were illegible.
The reorganization of the Congress in 1946; the unification of our armed services, beginning in 1947; the closer integration of foreign and military policy through the National Security Council created that same year; and the Executive reorganizations, before and after the Hoover-Acheson Commission Report in 1949 these are landmarks in our continuing endeavor to make government an effective instrument of service to the people.

30 March 1949 20 April 1949 27 May 1949 30 June 1949 30 June 1949 Dear Bahá’í Friends: Your letters to our beloved Guardian, dated Oct. 17, 22, Dec. 19—two of this date—Nov. 21, 23, 1948 and Jan. 9, 23, Feb. 28 and May 4, 15, of 1949, as well as their numerous enclosures, have all been received and I am instructed on his behalf to answer them.
But when the trade winds of the scientific and technological revolution blew in the Mexican Revolution of 1910, the Chinese Revolution of 1911 and the Russian Revolution of 1917, the Romanoff dictatorship was still ordering back the tide of social change and the dominant United States oligarchy cold-shouldered the Mexican Revolution, took sixteen years to recognize officially the Russian Soviets and waited twenty-three years after 1949 before they were even on speaking terms with the Chinese Communists.
