The history of the Huns during the centuries immediately before him, will show us how he came by it. It seems that, till shortly before the Christian era, the Huns had a vast empire, from a date unknown, in the portion of Tartary to the east of Mount Altai.

The Altai Mountains form a magnificent chain, 275 miles in length, commencing on the outer eastern slope of Piccolomini, and following a tolerably direct north-east course, with a few minor bendings, to the west side of Fermat, where they turn more towards the north, ultimately terminating about midway between Tacitus and Catherina.

In view of the fact that there are no detailed maps of Mongolia, and that the boundaries of the administrative divisions of this country are ill-defined, it is hereby agreed that the precise boundaries of Outer Mongolia, as well as the delimitation of the district of Kobdo and the district of Altai, shall be the subject of subsequent negotiations as provided for by Article V of the Declaration.

The term taiga is used in a general way for all lands under timber, but east of the Altai it is applied more especially to the moist and spongy region overgrown with tangled roots and thickets, where the mari, or peat bogs, and marshes alternate with the padi, or narrow ravines. The miners call by this name the wooded mountains where they go in search of auriferous sands.

I have the honor to belong to that European generation who, during this half of our century, from Tagus and Cadiz to the Wolga, has gored with its blood battle-fields and scaffolds; whose songs and aspirations were re-echoed by all the horrible dungeons; by dungeons of the blood-thirsty Spanish inquisition, then across Europe and Asia, to the mines of Nertschinsk, in the ever-frozen Altai.

Passing eastward to Russia, we find the rich mines of the Ural Mountains, which divide Europe from Asia, and then on to the Altai chain on the southern frontier of Siberia, we meet with rich mines of gold and silver, and other valuable metals. On the European side of the Ural there is a deposit of copper sand-ore, extending over a district of 480 miles in length, by 280 in breadth.

I have said that, when first they distinctly appear on the scene of history, they are indistinguishable from Tartars. Mount Altai, the high metropolis of Tartary, is surrounded by a hilly district, rich not only in the useful, but in the precious metals. Gold is said to abound there; but it is still more fertile in veins of iron, which indeed is said to be the most plentiful in the world.

The mineral wealth of Asiatic Russia is far greater. It consists of copper ores; iron cropping out at the surface, gold and platinum. The Altai Mountains especially produce silver, and some gold, with lead and copper ores.

Obscure but important movements in the regions of eternal twilight, revolutions, of which history has been silent, in the mysterious depths of Asia, outpourings of human rivets along the sides of the Altai mountains, convulsions up-heaving r mote realms and unknown dynasties, shock after shock throb bing throughout the barbarian world and dying upon the edge of civilization, vast throes which shake the earth as precursory pangs to the birth of a new empire as dying symptoms of the proud but effete realm which called itself the world; scattered hordes of sanguinary, grotesque savages pushed from their own homes, and hovering with vague purposes upon the Roman frontier, constantly repelled and perpetually reappearing in ever-increasing swarms, guided thither by a fierce instinct, or by mysterious laws such are the well known phenomena which preceded the fall of western Rome.
