The report of the Postmaster-General, herewith communicated, presents an interesting view of the progress, operations, and condition of his Department. At the close of the last fiscal year the length of mail routes within the United States was 196,290 miles, the annual transportation thereon 53,272,252 miles, and the annual cost of such transportation $3,421,754.

This was curious, for No. 252 was entirely surrounded by houses, its only windows opening on a courtyard into which no eye could look from the hôtels of the Rue M. le Prince and the Rue de l'Ecole, and the mystery was one of the choice possessions of the Latin Quarter.

Under a reasonable amount of regulation such an establishment cannot become a public nuisance, and it supplies a social need on a sound economic basis. 252. =Monopoly Experiments.= It has been proposed to draw the virus of the saloon by removing the element of private profit and placing the traffic under State management. The South Carolina dispensary system was such an attempt.

But it cannot at that period have been a Roman military road, because, judging from its later appellation of the "Cassian way," it cannot have been constructed as a -via consularis- earlier than 583; for no Cassian appears in the lists of Roman consuls and censors between Spurius Cassius, consul in 252, 261, and 268 who of course is out of the question and Gaius Cassius Longinus, consul in 583.
