In 1865 John Stuart Mill was elected to Parliament. That able thinker had written on The Subjection of Women and was ready to champion their rights. A petition was prepared under the direction of women like Mrs. Bodichon and Miss Davies; and in 1867 Mill proposed in Parliament that the word man be omitted from the People's Bill and person substituted. The amendment was rejected, 196 to 83.
Campbell tells us of children born out of wedlock in the Limboo tribe that the father may obtain possession of the boys by purchase and by naming them, but the girls belong to the mother. But that this calculation is exceeding loose, so far as regards England at least, is evident from the returns made to circular letters of the commissioners of customs: according to these returns, there belonged to all the ports of England, in January 1701-2., 3281 vessels, measuring 261,222 tons, and carrying 27,196 men, and 5660 guns.

Captain Lyon informs us that three dogs drew a sledge weighing 100 lbs. and himself, one mile in six minutes; his leader dog, which is generally more powerful than the others, drew 196 lb. the same distance in eight minutes; seven dogs ran one mile in four minutes and thirty seconds, with a heavy sledge full of men attached to them; ten dogs ran one mile in five minutes; nine dogs drew 1611 lb. the same distance in nine minutes.

It is a matter of interest in this connection that in 1800 the population of the District of Columbia was 14,093; to-day it is 278,718. The population of the city of Washington was then 3,210; to-day it is 218,196.
