But those ends are not transient or momentary, neither therefore can the spirit who promotes them be a "momentary" god. But that way of conceiving spiritual powers is not in itself distinctive of or confined to religion: it is an intellectual conception; it is the essence of animism, and animism is not religion.

Nor is it only among the rich that our present régime promotes a narrowly acquisitive spirit. The constant risk of destitution compels most men to fill a great part of their time and thought with the economic struggle. There is a theory that this increases the total output of wealth by the community. But for reasons to which I shall return later, I believe this theory to be wholly mistaken.

We join with all who are the victims of aggression, all who yearn for an end to conflict and contention, all whose devotion to principles of peace and world order promotes the ennobling purposes for which humanity was called into being by an all-loving Creator.

But such theories certainly do not harmonize with the known facts of Christian conversion already alluded to. We do not refuse to recognize a certain degree of truth hidden in these speculations. We are aware that continued thought or emotion promotes a certain habit, and that in the Christian life such habit becomes an element of strength.

A completely popular government is the only polity which can make out any claim to this character. It is pre-eminent in both the departments between which the excellence of a political Constitution is divided. It is both more favorable to present good government, and promotes a better and higher form of national character than any other polity whatsoever.

SOME writers have so confounded society with government, as to leave little or no distinction between them; whereas they are not only different, but have different origins. Society is produced by our wants, and government by wickedness; the former promotes our happiness POSITIVELY by uniting our affections, the latter NEGATIVELY by restraining our vices.
