Up to the time of Farragut's departure for the North, in August, 1863, the blockade of the Gulf sea-coast within the limits of his command, though technically effective, had for the most part only been enforced by the usual method of cruising or anchoring off the entrances of the ports.

The formal transfer to Admiral Porter of the command over the whole Mississippi and its tributaries, above New Orleans, signalized the fact that Farragut's sphere of action was to be thenceforth on the coast; for New Orleans, though over a hundred miles from the mouth of a tideless river, whose waters flow ever downward to the sea, was nevertheless substantially a sea-coast city.

There on the morning of the 12th of May the troops landed, the capitol was occupied by the 4th Wisconsin, and the national colors were hoisted over the building. The troops then re-embarked for Vicksburg. Natchez surrendered on the 12th of May to Commander S. Phillips Lee, of the Oneida, the advance of Farragut's fleet.

Farragut's nomination and confirmation followed of course and at once; so that his promotion came to him in the Christmas holidays.

As they passed between the buoys, the cases of the torpedoes were heard knocking against the bottom of the ship; but for some reason they failed to explode, and the Hartford went safely through the gates of Mobile Bay, passing the forts. Farragut's last and hardest battle was virtually won.

In the letter he spoke very earnestly of his pupil's zeal for improvement, of his close attention, and ready response to any effort on the part of his instructor. The letter is interesting also in its recognition of Farragut's still existing relations to Captain Porter, "to whose wishes this request can not be repugnant."

I am respectfully, etc., "GIDEON WELLES. "Secretary of the Navy." That five months elapsed between the date of this order and Farragut's action, without anything more definite, shows clearly that the department took no responsibility.

This formation was distinctly weaker and more liable to straggling, but nothing could be so bad as backing, collision, or stoppage at the obstructions. In such an attack, however, as in all of Farragut's battles, it seems eminently fitting that the commander of the column should lead.

The wooden vessels sailed in pairs, the larger on the starboard, so that if either was disabled the other could carry it along. Farragut's intention was to lead with the flagship Hartford, but he reluctantly allowed the Brooklyn to take that post, since she carried four chase guns to the Hartford's one and was provided with an ingenious apparatus for picking up torpedoes.

But the General, having taken in the situation at a glance from a transport just below the scene of action, had begun to collect his men at Sable Island, twelve miles behind Fort St. Philip, long before Farragut's messenger could reach him by way of the Quarantine Bayou. From Sable Island the troops were taken by the transports to a point on the Mississippi five miles above Fort St. Philip.
