Present conditions in China are aptly illustrated by what is happening in one of the great salt revenue stations on the Yangtsze, near Chinkiang. Meanwhile the immense salt traffic on the Yangtsze has been suspended. The second telegram is equally interesting. It is as follows: The question of interference with the Salt Gabelle is assuming a serious aspect.
But interference at points on the Yangtsze, where naval force can be brought to bear, is another matter. The situation is interesting in view of the amiable resolutions adopted at Washington, by which the Powers would seem to have debarred themselves, in the future, from any active form of intervention in this country.
With the Parliament of China effectively destroyed, and the turbulent Yangtsze Valley dragooned into sullen submission, Yuan Shih-kai's task had become so vastly simplified that he held the moment to have arrived when he could openly turn his hand to the problem of making himself absolutely supreme, de jure as well as de facto. But there was one remaining thing to be done.
Provincial remittances ceased; the Boxer quotas remained unpaid; a foreign embargo was laid upon the Customs funds. Therefore if Japan can come to some satisfactory arrangement with China in regard to Tibet and also give certain privileges to Great Britain in the Yangtsze Valley, with an assurance to protect those privileges, no matter how powerful Great Britain might be, she will surely not oppose Japan's policy in regard to this Chinese Question.
It was said at the time that Liang Shih-yi had won over his master to trying one last throw of the dice. The troops of the remaining loyal Generals, such as Ni Shih-chung of Anhui, were transported up the Yangtsze in an attempt to restore the situation by a savage display, but that effort came to nought. The situation had become truly appalling in Peking.
