It was a sudden inkling of these things which now dawned on the public mind and slowly awakened enthusiasm. For the first time since Treaty relations with the Powers had been established Chinese diplomatic action had swept beyond the walls of Peking and embraced world-politics within its scope.
This hatred of Western civilization, as such, will be discussed in the next chapter. Ernst Paraquin, formerly Ottoman lieutenant-colonel and chief of general staff, in the Berliner Tageblatt, January 24, 1920. A. Servier, Le Nationalisme musulman, p. 182. B. Temple, "The Place of Persia in World-Politics," Proceedings of the Central Asian Society, May, 1910. L. Rinn, Marabouts et Khouan, p. vi.
The visit of King Edward VII and Queen Alexandra to Berlin in February, 1909, disposed finally of the idea, which had prevailed in Germany as well as abroad for two or three years, that England was pursuing a policy aiming to bring about the "isolation" of Germany in world-politics.
Light-heartedly, therefore, I rang the Legation bell and cheerfully offered the youth, who admitted me, the passport with a request for a visa. He told me to wait; and wait I did until though not quite new to the Near East I began to wonder what overwhelming world-politics were detaining the Serbian Minister.
But the map of the world has changed, and while the United States has left her seclusion and come out to play her part in the world-politics, England has been buttressing herself with friendships, until it is at least arguable whether the United States is not the more exposed to danger of the two.
Perfecting his local system of secret information, hearing and seeing all that he could with his own Pathan ears and eyes, and adding to his knowledge by means of those of the Somali slave, he also learnt, at first hand, what certain men were saying in Cabul and on the Border and what those men say in those places is worth knowing by the meteorologist of world-politics.
But the book does not carry the story further than the year 1758, which was just the time when he took a foremost place in world-politics, as official representative of the New World in the Old World. He came in that year to England, where he remained five years as agent of the colony of Pennsylvania.
The strength of this traditional attitude, fostered as it was by every circumstance, naturally made the bulk of the American people slow to realise, when the great challenge of Germany was forced upon the world, that the problems of world-politics were as vitally important for them as for all other peoples, and that no free nation could afford to be indifferent to the fate of liberty upon the earth.
The international problems raised by this situation have been brought into the forefront of world-politics by the Washington Conference. What settlement, if any, will ultimately be arrived at, it is as yet impossible to foresee.
