Safeguarding of accidents in mines by proper illumination. Extra provision for dependents of men killed in mines. Increased facilities for mine inspector operation. Protection of miners working toward abandoned mines. Elimination of sweatshop labor. Provision for minimum time pay day. Prohibition of contract labor in workhouses. Provision for minimum wage and nine-hour working day for women.
We believe this is true only when they and their children are provided for. When a mother is left with no one to support her children, she becomes more predatory than other women in the pursuit of a new provider. Our jails and workhouses are full of unsuccessful mothers of this class, convicted of crimes against property.
The African does not; and though his culture does not contain our institutions, lunatic asylums, prisons, workhouses, hospitals, etc., he has to deal with the same classes of people who require these things. So with them he deals by means of his equivalent institutions, slavery, the lash, and death.
You muddled our whole system of transportation; your muddle stands to-day in all its ruinous largeness unamended, and, it may be, beyond amendment. You muddled the Poor Law; and, in the workhouses which you thrust upon us, 8000 children are year by year receiving on their lives the brand of degradation.
The press and the public were kind enough to welcome the fanciful plan, and willingly joined me in the anachronism of imagining a Wessex population living under Queen Victoria; a modern Wessex of railways, the penny post, mowing and reaping machines, union workhouses, lucifer matches, labourers who could read and write, and National school children.
Dale had tried to have a school, and to this end had hired an elderly Irishman, who gave hard lessons and a taste of the birch to children who had exhausted themselves in the mills and had no zest for learning. Mr. Dale had taken on more than two hundred pauper children from the workhouses and these were a sore trial to him.
When I look at St Cross I am vividly reminded that this was once a Christian country with a Christian civilisation; when I look at one of our great workhouses I know that all that has passed away and that we have "progressed" so fast and so far that Christianity has been left some four hundred years behind us.
Towards the end of these times, when the full weight of the blow was understood, and the subject had been in some sort studied, the general rule was thus to sell the meal at its true price, hindering the exorbitant profit of hucksters by the use of large stores, and to require that all those who could not buy it should seek the means of living within the walls of workhouses.
But it was the old story of "out of sight, out of mind," for if only the evil had been apparent our English nation with its love of justice would have seen it righted long before. Workhouses were to be found all over the land, yet the public seemed not at all curious, much less interested, in the question whether they were properly managed or not.
It would have shut out many subjects Law Reform, for instance which are necessary adjuncts to any Sanitary scheme; while it would have shut out that very large class of benevolent people who have as yet been devoting their energies to prisons, workhouses, and schools.
