The influx of capital and of immigrants continued to increase, but not so the happy conditions. These were gradually getting marred by a spirit of variance, no one seemed to know how. The study of this paper will reveal it. The variance between Boers and Uitlanders began to be specially discernible from 1887 and had been increasing like a blight ever since.
So rich were the mines that the foreign population there soon outnumbered the Boers. These foreigners, or uitlanders, desired all the privileges of Englishmen, although they had become residents in a state ruled by primitive agriculturists. They claimed that their industry was ruinously hampered by unwise taxation.
Owing to the discovery of gold, thousands of settlers were attracted to the Transvaal, and the injustice done to these Uitlanders, as the new-comers were called, led in time to serious trouble. The Uitlanders complained that though they were the majority in the country, and were made to pay by far the greater part of the taxes, they were denied nearly all political rights.
They drew up a petition which was signed by 35,000 adult male Uitlanders, as great a number probably as the total Boer male population of the country. A small liberal body in the Raad supported this memorial and endeavoured in vain to obtain some justice for the new-comers. Mr. Jeppe was the mouthpiece of this select band.
As the war dragged on without there seeming any chance of its being brought to a rapid conclusion, it became evident that England, after all the sacrifices which she was making, would never consent to leave the leaders of the movement the ostensible object of which had been to grant to the Uitlanders certain privileges to which they had no right as sole and absolute masters of the situation.
This exposure took place at the end of the Session of 1894, and, inured as the Uitlanders had become to jobs, this was an eyeopener even for them, and the startled community tax-payers who had to bear the brunt of it all. The figures for the period from 1871 to the end of 1887 are taken from Jeppe's Transvaal Almanac for 1889.
Thus, to sum up the distinctive and divergent characteristics of the two classes into which the population of the South African Republic is divided the Boers, or old population, are conservative, ignorant, stagnant, and a minority; the Uitlanders, or new population, are progressive, full of enterprise, energy and work, and constitute a large majority of the total number of inhabitants.
But what they did object to, and very strongly, was the blatant manner in which these Uitlanders referred to their governments and themselves.
After showing that the Rand community were not responsible for his immediate action, and after acknowledging that he was on the border with the intention of rendering assistance if it should be necessary, he said that the Uitlanders nevertheless believed that, owing to circumstances of which they were ignorant, Dr.
But Paul Kruger had hardened his heart, and was not to be moved. The grievances of the Uitlanders became heavier than ever. The one power in the land to which they had been able to appeal for some sort of redress amid their grievances was the law courts. Now it was decreed that the courts should be dependent on the Volksraad.
