It meant that the treasury was depleted and that revenue had to be obtained by recourse to the abuses which Go-Sanjo had struggled so earnestly to check, the sale of offices and ranks, even in perpetuity, and the inclusion of great tracts of State land in private manors. Horikawa died in 1107, after a reign of twenty years, and was succeeded by his son Toba, a child of five.

As an old soldier who had long been a subject of the Toba, Wen Ti had no great understanding of theory: he was a practical man. He was anti-intellectual and emotionally attached to Buddhism; he opposed Confucianism for emotional reasons and believed that it could give him no serviceable officials of the sort he wanted.

It is said to have originated with one Hanazono Arishito, who held the high rank of Sa-Daijin, or "minister of the left," at the commencement of the twelfth century, in the reign of the Emperor Toba.

To the world outside the immediate environs of the Toba, beyond those who knew the people concerned, that double murder was merely another violent affair which provided material for newspapers, a remote event allied to fires, divorces, embezzlements, politics, and scandals in high finance, another item to be glanced quickly over and as quickly forgotten.

Thus the new Toba kingdom was a tribal state, not a military state. But the tribes were no longer the same as in the time of Liu Yüan a hundred years earlier. Their total population must have been quite small; we must assume that they were but the remains of 119 tribes rather than 119 full-sized tribes.

Otherwise she would not be sitting on the bank of the Toba, waiting more or less passively for her husband to step into a dead man's shoes. That was, in effect, Bland's situation. He was an Englishman of good family, accustomed to a definite social standing, accustomed to money derived from a source into which he never troubled to inquire. He had never worked.

The splitting of the Toba empire into these two separate realms was the result of the policy embarked on at the foundation of the empire. Once the tribal chieftains and nobles had been separated from their tribes and organized militarily, it was inevitable that the two elements should have different social destinies.

The northern peoples had been unable to perpetuate either their tribal or their military organization, and the Toba had been equally unsuccessful in their attempt to perpetuate the two forms of organization alongside each other.

In addition to these came the young Toba realm, which began in 385 but of which mention has not yet been made. The basis of that state was the tribe, not the family or the individual; after its political disintegration the separate tribes remained in existence.

The natives, who were steadily pushed back by the Chinese peasants, were reduced to migrating into the mountain country or to working for the Chinese in semi-servile conditions; and they were ready for revolt and very glad to work with the Toba. The result of this unrest was not decisive, but it greatly reduced the strength of the regions along the upper Yangtze.
