But again, by dint of lobbying and even more by threatening to break up the Congress, Tilak carried the day, and a resolution was passed in the form upon which he insisted to the effect that the boycott movement was legitimate.
His friends believed that in his case the end was precipitated by an acute controversy with Mr. Tilak, to whom he had made one last appeal to abandon his old attitude of irreconcilable opposition.
But throughout this ordeal Tilak never relaxed his political activity either in the Press or in the manifold organizations which he controlled.
