The necessities of three millions and a half of persons made free as a result of the rebellion demanded early and efficient legislation at the hands of the Thirty-ninth Congress. In vain did the Proclamation of Emancipation break their shackles, and the constitutional amendment declare them free, if Congress should not "enforce" these important acts by "appropriate legislation."
In 1850 he was a member of the Wisconsin Legislature, and was twice re-elected. In 1856, and in 1860, he was a Presidential Elector. In 1862 he was elected a Representative from Wisconsin to fill a vacancy in the Thirty-Seventh Congress, and was re-elected to the Thirty-Eighth and Thirty-Ninth Congresses. His successor in the Fortieth Congress is Cadwalader C. Washburn.
He served the town of New Utrecht as supervisor for twenty-three years. He was a member of the State Constitutional Convention of 1846. In 1860 he was a member of the Democratic Conventions of Charleston and Baltimore. In 1864 he was elected a Representative from New York to the Thirty-Ninth Congress.

Work went on well until that fatal thirty-ninth example was reached, and Howard Eastman was called upon to go to the board and perform it. "I cannot do it, Miss Andrews," he said, "I tried it as many as fifty times, I think, in fifty different ways, and I could not get near the answer." "That is very sad!" said Miss Andrews, trying not to laugh.
The chaplain of the thirty-ninth regiment conducted the service, and I caused a slab of marble to be set up to mark the grave, inscribed simply with her name and the date of her death. This tomb, I have been told, still stands, and is pointed out to English visitors to Moorshedabad as the grave of the Englishwoman who was imprisoned in the Black Hole.
The Thirty-ninth Congress assembled, realizing that it devolved upon them to define the extent of the rights, privileges, and duties of the freedmen. That body was not slow in meeting the full measure of its responsibility. Immediately on the reässembling of Congress after the holidays, January 5, 1866, Mr.
Reverdy Johnson, and did not take the trouble to sign it, much less to veto it. It was brutum fulmen, and the President used his Constitutional power to pardon by proclamation just as freely after its enactment as before. The Fortieth Congress met at the very moment the Thirty-ninth closed on the fourth day of March, 1867.
The Sergeant-at-Arms proceeded immediately to execute the order of the House, and in a short time the Speaker announced that Mr. Culver was unrestrained in his seat as a member of the Thirty-ninth Congress. Among the numerous distinguished men who constituted the Thirty-ninth Congress, no one towered so conspicuously above the rest as to be universally recognized and followed as the "leader."
From 1850 to 1856 he was District Attorney for his native county, and in 1857 was a member of the New York Legislature. In 1860 he was elected a Representative from New York to the Thirty-Seventh Congress, and has been re-elected to the Thirty-Eighth, Thirty-Ninth, and Fortieth Congresses. 30. HIRAM PRICE was born in Washington County, Pennsylvania, January 10, 1814.
