From the hostler we learned that every room was full, five persons in some cases sleeping in a single room. So we were compelled to lie down upon the porch outside until the morning. After a day or two of rest, we started from Tehuantepec upon our return to Oaxaca. For the first time, we were to follow the usually travelled high-road.
All these dire threats and great promises were completely forgotten on the following day, when we sallied forth alone. In the jefe's office we learned that during the past year not only Coatzacoalcos, but Tehuantepec, had suffered frightfully from yellow fever.
I have already adverted to the suggested construction of a ship railway across the narrow formation of the territory of Mexico at Tehuantepec. With the gradual recovery of Peru from the effects of her late disastrous conflict with Chile, and with the restoration of civil authority in that distracted country, it is hoped that pending war claims of our citizens will be adjusted.
Even the wall of Chinese exclusiveness has been broken down, and the children of the Sun have come forth to view the splendors of her achievements.... It is all but a foretaste of the future.... The world's trade is destined soon to be changed.... The commerce of Asia and the islands of the Pacific, instead of pursuing the ocean track by the way of Cape Horn or the Cape of Good Hope, or even taking the shorter route of the Isthmus of Darien or the Isthmus of Tehuantepec, will enter the Golden Gate of California and deposit its riches in the lap of our city.... New York will then become what London now is the great central point of exchange, the heart of trade, the force of whose contraction and expansion will be felt throughout every artery of the commercial world; and San Francisco will then stand the second city of America.... The responsibility rests upon us whether this first American State of the Pacific shall in youth and ripe manhood realize the promise of infancy.
Representing other native races, there are the Samoan Village, the Maori Village, and the Tehuantepec Village. All these people are genuine and live in primitive style on the Zone, though, to tell the truth, they are quite likely to use college slang and know which fork to use first.
In my last annual message I informed Congress that citizens of the United States had undertaken the connection of the two oceans by means of a railroad across the Isthmus of Tehuantepec, under a grant of the Mexican Government to a citizen of that Republic, and that this enterprise would probably be prosecuted with energy whenever Mexico should consent to such stipulations with the Government of the United States as should impart a feeling of security to those who should invest their property in the enterprise.
The North Americans have, therefore, turned their attention to other points offering facilities of communication with the Pacific; and the line to which they have usually given the preference is the Mexican, or more northern one, across the isthmus of Tehuantepec, situated partly in the province of Oaxaca and partly in that of Vera Cruz.
The rejection by the Mexican Congress of the convention which had been concluded between that Republic and the United States for the protection of a transit way across the Isthmus of Tehuantepec and of the interests of those citizens of the United States who had become proprietors of the rights which Mexico had conferred on one of her own citizens in regard to that transit has thrown a serious obstacle in the way of the attainment of a very desirable national object.
In regard to the Tehuantepec route, which has been recently opened under the most favorable auspices, our treaty with Mexico of the 30th December, 1853, secures to the citizens of the United States a right of transit over it for their persons and merchandise and stipulates that neither Government shall "interpose any obstacle" thereto.
Returning to Tampico, a trip by steamer across the gulf brought us to Yucatan. Progreso and Mérida were visited, and our work was done upon the Mayas living near the town of Tekax. A second trip on the gulf brought us to Coatzacoalcos, whence the railroad was used to Tehuantepec and San Geronimo.
