These are the building blocks of our recovery. But if we want to take full advantage of the opportunities before us in the global economy, you all know we must do more. As we reduce defense spending, I ask Congress to invest more in the technologies of tomorrow. Defense conversion will keep us strong militarily and create jobs for our people here at home.
Most importantly, strategic targets, military forces, leadership and key societal resources must be located, tracked, and targeted. This will require substantial sensor, computational, and communication technologies. Designated targets must be destroyed rapidly and with assurance.
Differential pricing is often confused with dynamic pricing. Bob Gressens of Moai Technologies and Christopher Brousseau of Accenture define dynamic pricing, in their paper "The Value Propositions of Dynamic Pricing in Business-to-Business E-Commerce" as: "... The buying and selling of goods and services in markets where prices are free to move in response to supply and demand conditions."
We must learn to exploit the potential of these technologies even though, in many cases, this development process in the private sector is profoundly independent from how we conduct the business of defense. It is this environment of innovative upheaval that any useful foundation for strategic and operational thought must address.
