The stockholders, compared with this little government, which administers the society with full power, are a people of taxpayers who, strangers to each other, without influence and without responsibility, have nothing to do with the affair beyond their investments. They are lenders at a premium, not associates.
We have also the unequal combat between the tax-eater and the taxpayer, and we have the perennial conflict between the different groups of taxpayers, each trying to shift the burden onto the other, not to speak of that very considerable company who, for profit, cultivate vice as the farmer cultivates his crops.
The country is a functioning democracy but elections there do not revolve around the economy. Most taxes are evaded by most taxpayers and half the gross national product is anyhow underground. Ordinary people crave law and order or, at least a semblance thereof. Hence Putin's rock idol popularity.
Let us move together with an historic reform of tax simplification for fairness and growth. Last year I asked Treasury Secretary-then-Regan to develop a plan to simplify the tax code, so all taxpayers would be treated more fairly and personal tax rates could come further down. We have cut tax rates by almost 25 percent, yet the tax system remains unfair and limits our potential for growth.
We rarely anywhere encounter clean, responsible administration and pure, disinterested, public service. The taxpayers are robbed before their eyes. The evil grows greater as we near the centers of population.
Together, we have created an effective Federal strike force to combat waste and fraud in government. In just 6 months it has saved the taxpayers more than $2 billion, and it's only getting started.
The Budget of Rome is £2,800,000, which is to be assessed upon three million taxpayers. Assessed, moreover, not according to the laws of reason, justice, and humanity, but in such a manner that the heaviest burdens fall upon the most useful, laborious, and interesting class of the nation, the small proprietors.

The elective franchise is being extended in more or less degree, according to circumstances, all over India, suffrage being conferred upon taxpayers only.
