The probable accumulation of the surpluses of revenue beyond what can be applied to the payment of the public debt whenever the freedom and safety of our commerce shall be restored merits the consideration of Congress. Shall it lie unproductive in the public vaults? Shall the revenue be reduced?

A strong America also depends on its farms and natural resources. American farmers took heart in 1961 from a billion dollar rise in farm income and from a hopeful start on reducing the farm surpluses. But we are still operating under a patchwork accumulation of old laws, which cost us $1 billion a year in CCC carrying charges alone, yet fail to halt rural poverty or boost farm earnings.
Expenses will be incurred for winnowing the stocks of surpluses, for preparing lay-up facilities for the reserve fleets, and for storage of reserve equipment and supplies. Military expenditures .in the current fiscal year include 650 million dollars for civilian supplies for the prevention of starvation and disease in occupied areas.
II. These new sources of energy were harnessed and directed through mechanical and chemical agencies that greatly extended human capacity to convert nature's stored wealth into goods and services available for human consumption, and to develop a surplus of wealth and a release of manpower sufficient to build up a backlog of capital which, in its turn, produced goods and services with economic surpluses convertible into additional capital.
"We wouldn't care if it was lying down as long as we had it," Roy said. "We'd like some assessments," Pee-wee said. "You mean assets," Doc Carson laughed. "It's the same only different," said Roy. "What we want is a few standing capitals, and some small letters and a couple of surpluses." "Deficits are good; did you ever hear of those?" Pee-wee asked.
To carry out these ambitious plans the capital stock and debt were of course increased again and again, and in the course of these operations a large part of the new securities issued was sold to English investors. Notwithstanding these great increases in liabilities, the company continued to report large surpluses and to pay large dividends, generally ten per cent annually.
It was as though at the touch of an angel the dark morasses of the Slough of Despond had been changed to the breezy slopes of the Delectable Mountains. The Khedive and his Ministers lay quiet and docile in the firm grasp of the Consul-General. The bankrupt State was spending surpluses upon internal improvement. The disturbed Irrigation Department was vivifying the land.
Every surplus would then be transferred by reference to the next choice, wherever expressed, on both original papers and papers transferred from excluded candidates. It might be provided, however, for greater accuracy that all papers contributing to surpluses on the first count only should be transferred in packets.
I shall propose measures to strengthen individual commodity programs, to remove controls where possible, to reduce carryovers, and to stop further accumulations of surpluses. I shall ask the Congress to provide substantial new funds for an expanded drive on the research front, to develop new markets, new crops, and new uses.
