Over the past year, the U.S. trade picture improved as a result of solid export gains in both manufactured and agricultural products. Agricultural exports reached a new record of over $40 billion, while manufactured exports have grown by 24 percent to a record $144 billion. In these areas the United States recorded significant surpluses of $24 billion and $19 billion respectively.

Finally, there is the decay of the transport system, which hinders or renders impossible the collection of local surpluses in the big centers of distribution. I see no possible means of repairing this loss of productivity within any reasonable period of time except through the agency of German enterprise and organization.

A portion of this sum may be considered as a commencement of accumulation of the surpluses of revenue which, after paying the installments of debt as they shall become payable, will remain without any specific object. It may partly, indeed, be applied toward completing the defense of the exposed points of our country, on such a scale as shall be adapted to our principles and circumstances.

The best known establishments, united in the great group known as the Shansi Bankers, being the government bankers, undertook not only all the remittances of surpluses to Peking, but controlled by an intricate pass-book system the perquisites of almost every office-holder in the empire.

We reinvented government, transforming it into a catalyst for new ideas that stress both opportunity and responsibility, and give our people the tools to solve their own problems. With the smallest federal workforce in 40 years, we turned record deficits into record surpluses, and doubled our investment in education.

That means adequacy of supply but not glut. It means adequate reserves against the day of drought. It is shameless misrepresentation to call this a policy of scarcity. It is in truth insurance before the fact, instead of government subsidy after the fact. Any such plan for the control of excessive surpluses and the speculation they bring has two enemies.

Farm production stayed up while demand and prices fell, in contrast with industry where prices stayed up and output declined, farm surpluses piled up, and disaster followed. We must make sure of meeting the problems which we failed to meet after the first World War.

And we have been able to apply the same simple principle to many manufactured products surpluses of which must be sold in the world export markets if we intend to continue a high level of production and employment.

Of the coffee produced on Government account, one-fifth only is sold in Java, and the remainder is sent home to Europe and sold there. The culture system was so successful as a financial expedient, that between the years 1831 and 1875 the colonial revenue yielded surpluses to Holland amounting to 725,000,000 florins.

I could talk nations into or out of debt, harangue armies to sleep on the battlefield, reduce insurrections, inflammations, taxes, appropriations or surpluses with a few words, and call up the dogs of war or the dove of peace with the same bird-like whistle. Beauty and epaulettes and curly moustaches and Grecian profiles in other men were never in my way. When people first look at me they shudder.
