For three months civil guarantees were suspended, and by a so-called "law of residence," enacted some years before and now put into effect, the Government was authorized to expel summarily any foreigner guilty of fomenting strikes or of disturbing public order in any other fashion. Political agitation soon assumed a new form.
Certain members of the Hawaiian government were in favor of declaring martial law, and dealing summarily with the conspirators. The Queen seems to have hesitated at such a course because of the probable complications with the government of the United States.

But it may be feared that so long as public sentiment rather demands every possibility of evasion of execution than that a guilty person should be promptly and summarily punished, little can be hoped for from the legislatures.
I can allow for the troubled conditions of the times, and I can realize how in cases of civil disturbances and rebellion it may be expedient to deal summarily with traitors, yet not all the allowances that I can think of would suffice to condone the methods of that tribunal.
