The Act of Algeciras, which was dated April 7, 1906, stated that the signatory Powers recognized that "order, peace, and prosperity" could only be made to reign in Morocco "by means of the introduction of reforms based upon the triple principle of the sovereignty and independence of his Majesty the Sultan, the integrity of his States, and economic liberty without any inequality."
If our international arrangement is to dispense with all forcible pressure in the last resort, and to rely upon purely moral pressure, it seems evident that the validity of the arrangement depends upon the degree of confidence which other States will entertain as to the bona fides and pacific disposition of the least scrupulous of the powerful signatory States.
"VII. Austria-Hungary and Italy, who have solely in view the maintenance, as far as possible, of the territorial status quo in the East, engage themselves to use their influence to prevent all territorial changes which might be disadvantageous to the one or the other of the powers signatory of the present treaty.
The plan so formulated shall be binding when, and only when, unanimously approved by the Governments signatory to this Covenant.
The Powers signatory to this Covenant undertake and agree that whenever any dispute or difficulty shall arise between or among them with regard to any questions of the law of nations, with regard to the interpretation of a treaty, as to any fact which would, if established, constitute a breach of international obligation, or as to any alleged damage and the nature and measure of the reparation to be made therefor, if such dispute or difficulty cannot be satisfactorily settled by the ordinary processes of negotiation, to submit the whole subject-matter to arbitration and to carry out in full good faith any award or decision that may be rendered.
He was half drunk when he signed; and I should not have let him touch the paper if I had not convinced myself beforehand that he means well, and that my wine had only freed his natural generosity from his conventional cowardice and prejudice. We must get his name published in as many journals as possible as a signatory to the great petition; it will draw on others as your name drew him.
The first article in Sir Julian's proposal states that, with the desire to facilitate immediate recourse to arbitration by nations which may fail to adjust by diplomatic negotiations differences arising between them, the signatory powers agree to organize a permanent tribunal of international arbitration, accessible at all times, to be governed by a code, provided by this conference, so far as applicable and consistent with any special stipulations agreed to between the contesting parties.
It is hereby also declared and agreed to be the friendly right of each of the nations signatory or adherent to this Covenant to draw the attention of the Body of Delegates to any circumstances anywhere which threaten to disturb international peace or the good understanding between nations upon which peace depends.
But he was outwitted. Would that he had always been! After much argle-bargle Europe decided to accept the fait accompli in Bosnia, and not to reassemble the signatory Powers. Serbia did not receive the corridor she demanded through the Sanjak, and signed an agreement accepting the changed state of Bosnia.
At ten to a meeting of our American delegation, when another bombshell was thrown among us nothing less than the question whether the Pope is to be allowed to become one of the signatory powers; and this question has now taken a very acute form.
