In 1705 they reduced the stripes to ten; but in another work on ship-building, published in 1705, by Carl Allard in Amsterdam, we find that he fixes the number of stripes at nine.

Provision was made by Congress for the admission of certain ship-building materials free of duty. This somewhat improved the prospects and stimulated the construction of sailing vessels; but the competition in the world's carrying-trade is in steam-vessels.

Again, ship-building and the carrying trade of the empire had passed largely into the hands of the continental colonists, keeping on that side of the Atlantic, it was asserted, a great number of British-born seamen.

"That's just what we have done, sir, and now you will witness the moulds at work, for here we are," and the little skiff was pulled ashore and the Martians and I jumped out on the shelving beach, hauled our boat up high and dry, and there right over us, like great green umbrellas, spread the fronds of the outmost garden of this strangest of all ship-building yards.

"And it also happens, if that old lady, Mrs. Sipp, is to be believed, that there, also, the captain has the advantage." "How's that? I thought Harry had made a tidy sum on that ship-building project he put through."

Their extraordinary voyages were made in boats that resemble so closely Greek and Roman models even Phœnician, for that matter as to suggest that the Vikings learned their ship-building from Mediterranean traders who forced their way into the Baltic in very early times. For example, the Viking method of making a rib in three parts is identical with the method of the Greeks and Romans.

He was extremely ambitious of becoming a maritime power, and in particular of maintaining a fleet in the Black-sea; and his immediate aim was to learn the principles of ship-building. He appointed an embassy for Holland, to regulate some points of commerce with the states-general.

It was a source of mortification to the tzar that he was dependent upon foreigners for the construction of his ships. He accordingly sent sixty young Russians to the sea-ports of Venice and Leghorn, in Italy, to acquire the art of ship-building, and to learn scientific and practical navigation. Soon after this he sent forty more to Holland for the same purpose.

Since then it had become a closely-united people with an army of over five million men admittedly the best-trained troops in the world; with a trade totalling $4,400,000,000 and competing in Britain's home market, taking away her contracts in India and some of the colonies, beating her in many foreign fields; with an industrial production which included great steel works such as Krupps, ship-building yards said to be of greater productive power than those of Britain, factories of well-kept character operating at high pressure with workmen trained in the best technical system of the world today; with other productive conditions aided by high protective duties and with exports totalling $2,020,000,000 and imports of $2,380,000,000; with Savings Bank deposits in 1911 totalling $4,500,000.0000 as against a British total of $1,135,000,000.
