Among the obvious military precautions which could no longer be neglected by the British Government was the sending of some small force to protect the long and exposed line of railway which lies just outside the Transvaal border from Kimberley to Rhodesia.
She wished vainly that she was the happy possessor of a fortune, and might at once finance in Rhodesia the Society for the Prevention of Cruelty to Animals, for which funds are so urgently needed.
Elsewhere throughout Rhodesia the natives are not permitted to have guns and gunpowder, a very wise regulation. In Alaska our Indians are privileged to kill game all the year round, and they have modern firearms with which to do it. And how is it with the game of that day? The true Burchell's zebra is now regarded as extinct!
Until the high cost of living disorganized all economic standards, no one could establish himself in Rhodesia without a minimum capital of £1,000. So far as farming is concerned, this is now increased to £2,000. Therefore, you do not see the signs of failure which so often dot the semi-virgin landscape.
At the time of which I write the township of Kalomo consisted of about twenty white people, including the Administrator, his secretary and staff; the Chancellor of the Exchequer, or Accountant, who controlled the purse; a doctor, whose time was fairly well taken up; an aspiring light of the legal profession, who made and interpreted the laws; and, finally, the gallant Colonel and officers of the North-Western Rhodesia Native Police, a smart body of 380 natives, officered by eleven or twelve Englishmen.
I had used the stuff in Rhodesia and knew its power. But the trouble was that my knowledge wasn't exact. I had forgotten the proper charge and the right way of preparing it, and I wasn't sure about the timing. I had only a vague notion, too, as to its power, for though I had used it I had not handled it with my own fingers. But it was a chance, the only possible chance.
On the north it was bounded by British East Africa and Uganda, on the west by the Belgian Congo State, and on the south-west by British Nyasaland and Northern Rhodesia, while on the south Portuguese Mozambique provided some means of supply and an ultimate refuge in defeat.
These flights necessitated, too, considerable ground organization in laying out aerodromes, as the following report on one in Africa vividly illustrates: "If aerodromes are left unattended for one year," it says, "practically all the work would have to be undertaken afresh, particularly in Rhodesia.
"The fact is, Crawley, there's a big bad record against you, between your serious crimes in Rhodesia and your blackmail of to-day. I've a few facts about you which will interest you. I know the date you came to this country, which I didn't know before, and I know how you earned your living until you found me.
There were British army officers bound for India, rich Parsees bound from Zanzibar to Bombay, two elderly American churchmen bound from the missionary fields of Rhodesia to inspect the missionary fields of India; two or three traveling men, a South African legislator bound for India on recreation bent, and a few others.
