It is here where we must begin. The regimentation of industrial workers who have got regular work is not so very difficult. That can be done, and is being done, by themselves.

To her belongs the credit of inventing a new kind of monarchy; in which the Crown, by relinquishing the whole of that political and legal department of life which is concerned with coercion, regimentation, and punishment, was enabled to rise above it and become the symbol of the sweeter and purer relations of humanity, the social intercourse which leads and does not drive.

A few timid people, who fear progress, will try to give you new and strange names for what we are doing. Sometimes they will call it "Fascism", sometimes "Communism", sometimes "Regimentation", sometimes "Socialism". But, in so doing, they are trying to make very complex and theoretical something that is really very simple and very practical.

The problem that we have to face is the regimentation, the organisation, of those who have not got work, or who have only irregular work, and who from sheer pressure of absolute starvation are driven irresistibly into cut-throat competition with their better employed brothers and sisters.

While American cities cannot be said to have adopted a policy either of suppression or one of regulation, because the police consider the former impracticable and the latter intolerable to public opinion, we may perhaps claim for America a little more humanity in its dealing with this class of women, a little less ruthlessness than that exhibited by the continental cities where regimentation is relentlessly assumed.

When my Scheme is carried out, there will be in every populous centre a Captain of Industry, an Officer specially charged with the regimentation of unorganised labour, who would be continually on the alert, thinking how best to utilise the waste human material in his district.

Otherwise the regimentation of society resembled that of all antique civilizations of the militant type, all action being both positively and negatively regulated. The household ruled the person; the five-family group; the household; the community, the group; the lord of the soil, the community; the Shogun, the lord.

Perhaps these offer the most valuable suggestions for America. They are near enough to our experience to be quite understandable. The mother country is not under regimentation. Originality and initiative have full play. Perhaps it was well that the government failed to appreciate what women could do, and neglected them so long.

"It is a process of regimentation like the old Germany that will soon merge into a new Internationalism. What seems to be at this moment an orgy of Nationalism in South Africa or elsewhere is merely its death gasp. The New World will be a world of individualism dominated by Britain and America.
