Nevertheless, while a strain is not a fracture, it is clear that the forces of diversity are at work inside the Communist camp, despite all the iron disciplines of regimentation and all the iron dogmatisms of ideology. Marx is proven wrong once again: for it is the closed Communist societies, not the free and open societies which carry within themselves the seeds of internal disintegration.

Property has not quite vanished; slavery has not quite arrived; marriage exists under difficulties; social regimentation exists under restraints, or rather under subterfuges. The question which remains is which force is gaining on the other, and whether the old forces are capable of resisting the new. I hope they are; but I recognise that they resist under more than one heavy handicap.

Only a complete dead-level regimentation of human life in accordance with the average desires of the masses, which is unlikely, would destroy the more intellectual and subtle types of art, and, by the same token, speculation and disinterested higher learning. The higher culture has survived many revolutions; it will survive the next, when it comes.

This is not teaching in its true sense so much as it is drill, inculcation, and regimentation. The method should be mechanical, repetitive, authoritative, dogmatic. The automatic powers are now at their very apex, and they can do and bear more than our degenerate pedagogy knows or dreams of.

The propensity to codify sports, to standardize the weight and size of their implements, and to reduce them to what Spencer calls regimentation, is a outcrop of uniformitarianism that works against that individuation which is one of the chief advantages of free play.

The Prussian system is unsatisfactory, firstly, because it confuses external discipline with self-control; secondly, because it confuses regimentation with corporate spirit; thirdly, because it conceives the nation's duty in terms of "culture" rather than of character. Let us take these three points in detail.

But America performs best when called to its biggest tasks. It can truly be said that only in America could a task so tremendous be achieved so quickly, and achieved not by regimentation, but through the effort and ingenuity of a free people, working in a free system.

Few wealthy people really grudge the poor a share of the necessities of life, and most are quite willing to assist in projects for such a distribution. But while these schemes naturally involved a very great amount of regulation and regimentation of the affairs of the poor, the Fabian Society fell away more and more from its associated proposals for the socialisation of the rich.

Only a society under extraordinary regulation and regimentation, a society in which all self-assertion was repressed, and self-sacrifice made a universal obligation, a society in which personality was clipped like a hedge, permitted to bud and bloom from within, never from without, in short, only a society founded upon ancestor-worship, could have produced it.

To be nice, to indulge in nice occupations, to express happiness this is not even today a reproach to any one. Indeed if any approach to the dreamed socialized state ever be made, it will come less through regimentation than through imitation of those persons of middle condition who have managed to be reasonably faithful in their duties, and moderate in their pleasures.
