Had our Government persisted in the pro-slavery policy which it favored down to the autumn of 1862, it is not at all unlikely that the English intervention party would have been strong enough to compel their country to go with France in her mediation scheme, and the step from mediation to intervention would have been but a short one; but the committal of the North to anti-slavery views, and the union of their cause with that of emancipation, threw the English Abolitionists, men who largely represent England's moral worth, on our side.

The President heard that some of the latter voiced the petulant complaint of those weary of the gainless military movements, that the intention was to shift the two armies about till both were exhausted, and, like the peace-at-any-price men, and the still sympathizing pro-slavery "tail," a compromise could be effected and slavery saved.

I still had hopes that the four years which had elapsed since the first nomination of a Presidential candidate by a party distinctly opposed to slavery extension, had given time for the extreme pro-slavery sentiment to cool down; for the Southerners to think well before they took the awful leap which they had so vehemently threatened. "Where there's a will, there's a way," in wrong and crime, as well as in honest purpose and deed; and by more dishonest devices than we can stop fully to record the ballot-boxes were filled, through invasion, false swearing, riot, and usurpation, with ballots for Whitfield, the pro-slavery candidate for delegate to Congress, at nine out of the seventeen polling places showing, upon a careful scrutiny afterwards made by a committee of Congress, an aggregate of 1729 illegal votes, and only 1114 legal ones.

Roosevelt's indictment of the Abolitionists for abandoning the old pro-slavery political parties, and undertaking to construct a new and better one. That, in his judgment, was a political crime. But he charges them with another manifestation of criminality which was much more serious. He accuses them of hostility, to the Union, which was disloyalty and treason.

The emancipation of slaves is virtually inaugurated. Gen. Butler, once a hard pro-slavery Democrat, takes the lead. Tempora mutantur et nos, &c. Butler originated the name of contrabands of war for slaves faithful to the Union, who abandon their rebel masters. A logical Yankee mind operates as an accoucheur to bring that to daylight with which the events are pregnant.
