He did not shrink from the issue, but at the hazard of losing his political popularity and the gratifying prospects that were opening before him he drew up a protest against the pro-slavery enactment and had it entered upon the Journal of the House.

Walker, the fourth Democratic governor who had now been sacrificed to the interests of the Kansas pro-slavery cabal, also wrote a sharp letter of resignation denouncing the Lecompton fraud and policy; and such was the indignation aroused in the free States, that although the Senate passed the Lecompton Bill, twenty-two Northern Democrats joining their vote to that of the Republicans, the measure was defeated in the House of Representatives.
Clashes between pro-slavery and free-State settlers had all but resulted in civil war in the preceding fall. An unusually severe winter had followed, which not only cooled the passions of all for a while, but convinced many a slave-holder of the futility of introducing African slaves into a climate, where on occasion the mercury would freeze in the thermometer.
Heretofore Illinois had been a Democratic State; the southern part, peopled by immigrants from neighboring slave States, was largely pro-slavery; but the northern part, containing the rapidly growing city of Chicago, had been filled from the East, and was inclined to sympathize with the rest of the North.
The suggestion, between the lines, to the border slave-owners could not be misunderstood: that they would do better to sell their slaves now than to be deprived of them later. The President's proposition was not cordially received. Pro-slavery men regarded it as an underhand movement against the institution. Mr.
