Gentleman, whether it would not be a good thing to bring in a Bill to extend and define the powers of the Governors of the various Presidencies in India? I do not ask the right hon. Gentleman to turn out the fifteen gentlemen who assist him in Leadenhall-street to vegetate on their pensions, but I ask him to go to India and to take the Presidency of Madras for an instance.

Bonaparte was anxious to place the Cisalpine Republic on a footing of harmony with the Government of France. It was necessary to select a President who should perfectly agree with Bonaparte's views; and in this respect no one could be so suitable as Bonaparte himself. The two Presidencies united would serve as a transition to the throne.

It has been said that in the Bengal Presidency the natives are in a better condition than in the other Presidencies; and I recollect that when I served on the Cotton Committee the evidence taken before it being confined to the Bombay and Madras Presidencies, it was then said that if evidence had been taken about the Bengal Presidency it would have appeared that the condition of the natives was better.

They were intensely proud of their province as the senior of the three great "Presidencies" of India, of their capital as the capital city of India and the seat of Viceregal Government, and of their Calcutta University as the first and greatest of Indian Universities, though already menaced, they declared, by Lord Curzon's Universities Act.

She had several thousand pounds, the savings of some twenty years, dressed with excellent taste, and had taken such good care of her constitution, that she looked at least ten years younger than she really was, and felt convinced from all she had heard and read, that she would experience but little difficulty in procuring a suitable husband and establishment in one of the Indian Presidencies, she cared not which, and having no acquaintances in the army, was not at all likely to be recognized as the ex-governess of Vellenaux.

The three presidencies of Bombay, Calcutta, and Madras were at this time mutually independent, and responsible only to the Court of Directors in England.

I asked him to consider the expediency of dividing the territory as now into three unequal Presidencies, of giving to the Governor-General the labour of superintending the Administration in detail of the Bengal Presidency of having Members of Council. I told him there were many minor points of detail discoverable only by those employed at home, which required and must receive amendment.

Scinde was annexed to British India, and Sir Charles Napier was appointed its first governor, independent of the Presidencies, with directions to abolish slavery, to tranquillise the inhabitants, and to bring out the resources of the country he had so bravely acquired.

The most valuable, indeed the only valuable part of his command was that to the eastward of Ceylon, which included the two chief presidencies, and all the rich colonies of the enemy. It was resolved to deprive him of this, by creating it a separate station, leaving to him only the western seas.

For my part, the presidencies established by our ancestors delight me; and that conversation, which after the manner of our ancestors, is kept up over our cups from the top of the table; and the cups, as in the Symposium of Xenophon, small and dewy, and the cooling of the wine in summer, and in turn either the sun, or the fire in winter practises which I am accustomed to follow among the Sabines also and I daily join a party of neighbors, which we prolong with various conversation till late at night, as far as we can.
