A prefectural assembly holds one session of thirty days annually; and a county assembly, one session of not more than fourteen days; while the town and district assemblies are summoned by the mayor or the headman whenever recourse to their deliberation appears expedient.

Since it belongs to the same prefectural district as Izumo, each new governor of Shimane-Ken is supposed to pay one visit to Oki after his inauguration; and the chief of police of the province sometimes goes there upon a tour of inspection. There are also some mercantile houses in Matsue and in other cities which send a commercial traveller to Oki once a year.

The loss of the prefectural town would not merely entail serious consequences to the imperialist cause, but he felt it would personally compromise him as the Futai at Pekin. In the early part of 1869, therefore, he threw himself into the town with three thousand men, and the forces of Tu Wensiu found themselves obliged to withdraw from the eastern side of the city.

But, on the other hand, the local revenues continued to pass through the hands of the governors, and in the same hands remained the control of the samurai and the right of appointing and dismissing prefectural officials.

Noorhachu then laid siege to the prefectural town of Tsingho, which he captured after a siege of some weeks, and where he massacred nearly 20,000 of the garrison and townspeople. He would have continued the campaign but that his followers demanded to be led back, stating that they feared for the safety of their homes at the hands of Yeho, still hostile and aggressive in their rear.

They are indeed appointed by the prefectural government upon recommendation by the Educational Bureau at the capital; but in actual practice they maintain their positions by virtue of their capacity and personal character as estimated by their students, and are likely to be deposed by a revolutionary movement whenever found wanting.

They were, however, few in number, whereas the miyatsuko were numerous, and this comparison probably furnishes a tolerably just basis for estimating the respective prevalence of the prefectural and the feudal systems.

The retreat of Ma Julung left the insurgents free to follow up their successes; and, in the course of 1868, the authority of the emperor had disappeared from every part of the province except the prefectural city of Yunnanfoo.

For the sake, therefore, of an intelligent sequence of conception, there is evidently much importance in determining whether, in remote antiquity, the prevailing system was feudal, or prefectural, or a mixture of both. Unfortunately the materials for accurate differentiation are wanting. The closest research fails to elucidate these things with absolute clearness.

There is a certain Prefectural city in the south of China, which has earned a reputation distinguishing it from all such towns throughout the Empire. In outward appearance this city is very much like every other of similar size. The streets are narrow, and the houses are crowded close up to each other.
