The same man paid the greatest attention to the discipline and good condition of his troops, in order to save the populations from their requisitions and excesses.

He pitied the sorrows of the "people who suffer," the "dim, common populations," the "poor who faint alway"; but he pitied them from above. He certainly did not enter into their position; did not share their ideas, or feel their sorrows as part of his own experience.

In such populations these qualities are not likely to be found, even among the fortunate few, for these few are aware, however dimly, that they are profiting by an injustice, and that they can only continue to enjoy their good fortune by deliberately ignoring those with whom it is not shared.

Even in the event of only relative failure on the part of Austria-Hungary a much more radical solution may be expected, while the effect of her complete defeat would be to place the solution of the whole "Austrian problem" in the hands of the Entente Powers and of her own disaffected populations. In that case there are two probable alternatives, one more radical than the other.

Several months earlier Japanese suspicions had been aroused by the dispatch to Siberia of an alleged civilian railway engineering force to help Russia reorganise her railways, and the immense benefit that this force had admittedly conferred on the Far Eastern populations was acknowledged on all sides.

Now, owing to the necessities of the time, owing to the need of protection, to violence, and to religious motives, it passed into the hands of the overlord, temporal or spiritual, as his possession; and the inhabitants, even in the case of populations which had not been actually conquered, became his vassals, villeins, or serfs, as the case might be.

What justifies Britain, as far as she has justification, is the remarkable wisdom and generosity with which she has extended, not onlylaw and order and protection to life and property, but freedom and autonomous self-government, to her colonies and subject populations, with certain tragic exceptions, about as fast as this could safely be done. It is that which holds the British empire together.

And then, if ever, we shall be able to begin to discuss, with profit, the questions respecting the commencement of life, and the nature of the successive populations of the globe, which so many seem to think are already answered.
