A study of the relation that suicide bears to occupation discloses some interesting and noteworthy facts. The first is that soldiers, both in Europe and in the United States, must be put in a class by themselves, for the reason that the suicide rate of army officers and men is so much higher than that of the populations to which they belong that they can hardly be included in the same category.

Alas, alas, looking abroad over Irish difficulties, Mosaic sweating-establishments, French barricades, and an anarchic Europe, is it not as if all the populations of the world were rising or had risen into incendiary madness; unable longer to endure such an avalanche of forgeries, and of penalties in consequence, as had accumulated upon them?

Direct inducements to attract the high birth-rates towards exceptionally healthy districts could be contrived by a differential rating of sound families with children in such districts, the burthen of heavy rates could be thrown upon silly and selfish landowners who attempted to stifle sound populations by using highly habitable areas as golf links, private parks, game preserves, and the like, and public- spirited people could combine to facilitate communications that would render life in such districts compatible with industrial occupation.

In the mouths of vindictive cross-roads demagogues, and in the columns of irresponsible newspapers that supply the political reading among the more reckless elements of city populations, the extravagant language of Democratic leaders degenerated in many instances into unrestrained abuse and accusation.

Such is the contention not only of Christian polemicists, but also of rationalists like Renan and European administrators of Moslem populations like Lord Cromer. Lord Cromer, in fact, pithily summarizes this critical attitude in his statement: "Islam cannot be reformed; that is to say, reformed Islam is Islam no longer; it is something else."

He accompanied her on her famous trip to the Crimea, arranged for her by her minister and favourite, Potemkin when fairy villages, with happy populations singing and dancing, sprang up in the road wherever she passed as if by magic quite dispelling her ideas of the poverty and oppression of some of her subjects. Among the portraits there is a miniature of the Empress Catherine.

More than all, a State that would obtain the sympathies of the turbulent Hellenic populations, must have the most popular institutions. It must be governed by a Demus, We are an Oligarchic Aristocracy a disciplined camp of warriors, not a licentious Agora.

He had seen the two great fortresses of Palermo and Naples fall, and mainly for the same reason, the fact that the whole of their populations except the Gothic garrisons were eagerly on the side of the enemy.

Its long and peaceable government the longest and most orderly that has yet been granted to any large portion of the world gave time for the expansion of Roman speech and manners, for the extension of the political franchise, the establishment of city life, the assimilation of the provincial populations in an orderly and coherent civilization.

We read in every page of history of invasions of hostile armies, of towns and villages destroyed and countries wasted and populations perishing of misery; the simplest war brings a train of horrors behind it; but we bear them with comparative equanimity. Personal hatreds are not called out on such occasions. The actors in them are neither necessarily nor generally fiends.
