When your sociologist speaks of arbitrary alterations, he has reference to polities and governments and criteria, to the material and ideal forces which a progressive society may wield for itself. He cannot include under progress an alteration of those needs of existence which make up the quality of existence.
How far the interior circumstances of this country support what is said with regard to its foreign polities must be left to bettor judgments. I am sure the French faction here is infinitely strengthened by the success of the assassins on the other side of the water.
The polities of eastern Europe bitterly divided into the "nostalgics" or "reactionary" versus the "European", or "progressive". The first lot including Russia, Ukraine and Belarus sought to resurrect an economic incarnation of the former USSR. The latter notably Poland reclassified themselves as "central Europeans" and emulated the likes of the Czech republic and Hungary in a desperate bid to curry favor with the European Union and the United States.
We have seen, however, what difficulties and dangers surround any revolution in that ideal direction. Even less perfect polities, that leave more to chance, would require a moral transformation in mankind if they were to be truly successful. A motive which now generates political democracy, impatience of sacrifice, must, in a good social democracy, be turned into its opposite.
In each of these hosts the several species were, as regards their external life, so balanced with their neighbors that the assemblage from the point of view of these relations might well be compared with the polities or states of man's construction.
But while it is certain that the character of a nation will be elevated by the enlightenment and refinement of woman, it is much more than doubtful whether any advantage is to be derived from her entering into competition with man in the rough work of business and polities. Women can no more do men's special work in the world than men can do women's.

No free State can reasonably tolerate, in its immediate vicinity, polities whose rulers find their advantage in subjecting neighboring nations, and which, therefore, by their mere existence, perpetually threaten their neighbors' peace.
