When we arrived there at noon the steamer had been gone for three-quarters of an hour; and when the German globe-trotter, the rival of Bly and Bisland, rushed on to the platform, it was to learn that the said steamer was then going out of the mouths of the Pei-Ho into the open sea. Unfortunate traveler!
My readers must pardon me for not having visited this city of five hundred thousand inhabitants, the Chinese town with its temples, the European quarter in which the trade is concentrated, the Pei-Ho quays where hundreds of junks load and unload.
The English and French, however, refused to treat at Canton, as the Chinese desired, but sailed to the mouth of the Pei-ho, the port of Peking, up which stream their fleets proceeded to the city of Tien-tsin. Here arrangements for a new treaty of commerce and the opening of new ports were made, Russia and the United States taking part in the negotiations.
But on proceeding to the mouth of the Pei-ho in 1859 to ratify the treaty, the river was found to be obstructed and the forts strongly armed. The American and Russian envoys were willing to go to Peking overland, in accordance with the Chinese request, but the British and French determined to force their way up the stream and to take as many soldiers with them as they pleased.
Wherever this can be done with any tolerable probability of usefulness it shall be attempted. The Pei-ho, which runs into the gulf of Pekin, near the head of the Yellow sea. Kathay, or Northern China, contained the six northern provinces, and Mangi or Southern China, the nine provinces to the south of the river Kiang, Yang-tse-Kiang or Kian-ku.
A day or so subsequent to the events I have described before, the captain of a trading junk from Tientsin reported that the "Vigilant" had grounded in the Pei-ho, and had sustained considerable damage to her rudder and stern-post, a report which was strictly true; for soon the admiral returned, and at once ordered the "Vigilant" to Hong Kong for repairs.
Severance of communication with Peking followed, and a combined force of additional guards, which was advancing to Peking by the Pei-Ho, was checked at Langfang. The isolation of the legations was complete. The siege and the relief of the legations has passed into undying history.
It must be repeated that only a boy-mind can depict war in a way that fits into popular human interest. The David Cairns whom Bedient met at the Taku forts, near the mouth of the Pei-ho, had a bit of iron tonic in his veins. His sentences were shorter, less faltering and more frequent. He knew things that he had formerly held tentatively. The stamina of decision had hardened.
