An army of the confederates entered Alsace before Henry made his appearance there, and an Austrian army, which the Bishop of Strasburg and Passau had assembled in that quarter for an expedition against Juliers, was dispersed.
He was still more delighted to find that Charles had revoked the treaty of Passau, and eagerly wrote to Granvelle to inquire where the secret instrument was to be found. The Cardinal replied that it was probably among his papers at Brussels, but that he doubted whether it would be possible to find it in his absence. Whether such a document ever existed, it is difficult to say.
His pupil had permitted his escape, only because in his own language, "for such a bird he had no convenient cage." The imprisoned princes now owed their liberation, not to the Emperor's clemency, but to his panic. The peace of Passau, in the following August, crushed the whole fabric of the Emperor's toil, and laid-the foundation of the Protestant Church.

The nobles of Austria were forsaking the older religion. A Venetian ambassador estimated the German Catholics at little more than a tenth of the whole population of Germany.
It was an appeal which they who made it were bound to make, for the Netherland commissioners had assisted at the consultations by which the Peace of Passau had been wrung from the reluctant hand of Charles.
The Catholic princes, terrified in view of the progress of the infidel, foreseeing the entire subjection of Europe to the arms of the Moslem unless Christendom could combine in self-defense, joined their voices with that of Ferdinand so earnestly and in such impassioned tones, that the emperor finally, though very reluctantly, gave his assent to the celebrated treaty of Passau, on the 2d of August, 1552.
In Antwerp a placard was set up in several places calling upon the town council to accuse the King of Spain before the supreme court, at Spires, of having broken his oath and violated the liberties of the country, for Brabant, being a portion of the Burgundian circle, was included in the religious peace of Passau and Augsburg.
Accompanied by Henry with a reënforcement of one thousand horses, he traversed Lower Bavaria, by Ratisbon and Passau; overran that part of Austria which lies to the south of the Danube, without resistance, was received with joy by the natives, and rapidly marched toward Vienna.
A telegram from Passau announced the startling news that the waters of the Inn had risen eleven feet since the afternoon of the previous day, and further news came that the Danube had risen twelve and a half feet in the same time. Following close upon this came intelligence of a disastrous inundation at Vienna which had caused loss of life and property.
