The greatest mistake the Czechs made was when in 1866, after the battle of Sadova, they thought that Austria would cease to be the bulwark of Pan-Germanism and would do justice to her subject Slavs, and thus become a protection against Germany.
Other nations were depicted as slothful, selfish, decadent; and the decline in the prestige of Great Britain, France, and Russia to some extent justified these pretensions. The Tsar, by turning away from the Balkans towards Korea, deadened Slav aspirations. For the time Pan-Slavism seemed moribund. Pan-Germanism became a far more threatening force.
It is necessary to secure for all peoples, great or small, the right to decide their own destinies. This applies also to the ten million Czecho-Slovaks who, moreover, cannot rightly be considered merely as a 'small' nation: the Czechs, too, do not desire anything more than peace, but it must not be forgotten that our men did not shed their blood merely for imperialism or for Pan-Germanism.
What names can the Germany of William II put ahead of these? . . . His country was the country of music, but the Russian musicians of to-day are more original than the mere followers of Wagner, the copyists who take refuge in orchestral exasperations in order to hide their mediocrity. . . . In its time of stress the German nation had men of genius, before Pan-Germanism had been born, when the Empire did not exist.
For us, it is necessary to note that, as the hand of Pan-Germanism became more evident, the Slovenes began to draw nearer to the Croats and the Serbs. It remained only for the Serbs to electrify the Jugo-Slavs "to avenge Kossovo with Kumanovo" in order to cement their loyalty to the regenerated Serbs.
It is in the name of that race heresy, in the name of Germanism and Pan-Germanism, of Slavism and Pan-Slavism, of Saxonism and Pan-Saxonism, the war is being waged. What a tremendous figure! What can Latins, Slavs, Celts, Japs, Negroes, Hindus, Ghurkas, Turcos, and whatever they are called, do against such strapping giants of the true Germanic type?
Kipling to cover the world with British Imperialism, or of Professor Treitschke to cover it with Prussian Pan-Germanism. Not being schoolboys, we no longer believe that everything can be settled by painting the map red. Nor do I believe it can be done by painting it blue with white spots, even if they are called stars.
As the haughty nephew did not follow, he continued, "You only care about the' things that you can use, and therefore arrange them in the following order: Money, supremely useful; intellect, rather useful; imagination, of no use at all. No" for the other had protested "your Pan-Germanism is no more imaginative than is our Imperialism over here.
So the conflict became narrowed down to a struggle between Pan-Germanism on the one hand and a variety of unrelated racial elements on the other.
It was proved by events that Russian imperialism and oppression was never so dangerous to Europe as Pan-Germanism, since the former was built upon sand and opposed by the Russian people themselves; while Pan-Germanism rests upon effective organisation, and its brutal principles of domination are supported by the bulk of the German people.
