At Lyons there met in 1245 the General Council to which Frederick had appealed, and which is reckoned by the Romans as the thirteenth of the OEcumenical Assemblies of the Church; 140 archbishops and bishops, besides numerous lesser clergy, were present. Frederick was represented by a celebrated jurist, Thaddeus of Suessa, who pleaded the Emperor's cause.

Here, in the ninth century, under the invasions of the Danes and the onslaughts of the Arabs, civilization is in peril and the West suffers its most serious wounds at the hands of the barbarians. And here already, the new influence, the Roman Church, which began to show itself in the coronation of Charlemagne, first takes up its inheritance of the oecumenical power of the Empire.

A doctrine so revolting to common-sense could not find any other result. There are many who affirm that, if infallibility exists anywhere, it is in oecumenical councils, and yet such councils have not always agreed with each other. There are also many who remember that councils have deposed popes, and have passed judgment on their clamors and contentions.

It is not till the middle of the seventeenth century at least, and even somewhat later, that the new era begins. For more than a hundred years the conception of the struggle as an oecumenical struggle, as something affecting the whole body of Europe, continued.

They condemned the Gallican liberties, the claim of oecumenical councils to control the Holy See, and the claim of Bishops to an independent commission from heaven.

The Advocate and Grotius recommended a provincial synod first and, should that not succeed in adjusting the differences of church government, then the convocation of a general or oecumenical synod. They resisted the National Synod because, in their view, the Provinces were not a nation. A league of seven sovereign and independent Mates was all that legally existed in the Netherlands.

I don't know whether to laugh or shudder. The thought of an oecumenical council having its leading feature dislocated by my trifling experiment! The thought, again, of the mighty revolution in human beliefs and affairs that might grow out of the same insignificant little phenomenon. A wine-glassful of clear liquid growing muddy.

Peter; greater, in its consequences to the human race, than the fall of the Roman Empire, the pseudo-Reformation, or the Revolution of France. It is much more than three hundred years since the last Oecumenical Council, the Council of Trent, and the world still vibrates with its decisions.
