The prisoners dress on the line of the new guard. The senior noncommissioned officer of the guard always acts as sergeant of the guard, and if there be no officer of the guard, will perform the duties prescribed for the commander of the guard.

A short conversation was passing between the woman of the house and the corporal of the guard, before the door that the sentinel had already opened in anticipation of the decision of his noncommissioned commandant. "Would you refuse the consolations of religion to a fellow creature about to suffer death?" said the matron, with earnest zeal.

The Admiral Barrington arrived on the 16th of October. This ship brought out a captain, three noncommissioned officers, and twenty-four privates of the New South Wales corps, with two hundred and sixty-four male convicts: four women came out with their husbands, who were convicts, and two children. Ninety-seven were sick on board this ship.

The COUNTERSIGN is a word given daily from the principal headquarters of a command to aid guards and sentinels in identifying persons who may be authorized to pass at night. It is given to such persons as may be authorized to pass and repass sentinels' posts during the night, and to officers, noncommissioned officers, and sentinels of the guard.

A corporal of the guard receives and obeys orders from none but noncommissioned officers of the guard senior to himself, the officers of the guard, the officer of the day, and the commanding officer. It is the duty of the corporal of the guard to post and relieve sentinels and to instruct the members of his relief in their orders and duties.

The commander then passes by the right of the guard and takes post in the line of noncommissioned officers in rear of the right file of his detail. Should there be more than one detail, it is formed in like manner on the left of the one preceding. The privates, noncommissioned officers, and commander of each detail dress on those of the preceding details in the same rank or line.

Up out of the crater started the sergeant without delay. As he passed Prescott the noncommissioned officer gripped him, pointing backward. There knelt De Verne, signaling to the American to accompany the sergeant. Side by side the pair made the smaller shell-hole, which proved of just sufficient size to screen three men.

For this purpose pairs or groups of opponents, selected at random from among recruits and trained soldiers, should engage in assaults, using the fencing equipment provided for the purpose. Officers and specially selected and thoroughly instructed noncommissioned officers will act us instructors.

Toward an accomplishment of this important work I recommend for the consideration of Congress the expediency of instituting a system which shall in the first instance call into the field at the public expense and for a given time certain portions of the commissioned and noncommissioned officers.

Reenlistments should be largely confined to the noncommissioned officers and other enlisted men in the skilled grades. The Army of the United States is in good condition. It showed itself able to meet an emergency in the successful mobilization of an army division of from 15,000 to 20,000 men, which took place along the border of Mexico during the recent disturbances in that country.
