Sherman, of Ohio, in these words: "Resolved, That neither the Congress of the United States nor the people or governments of the non-Slaveholding States have the Constitutional right to legislate upon or interfere with Slavery in any of the Slaveholding States in the Union."

Far away in Virginia, Tennessee, Georgia, on bloody fields, many an Acadian volunteer and many a poor conscript fought and fell for a cause that was really none of theirs, simple, non-slaveholding peasants; and many died in camp and hospital often of wounds, often of fevers, often of mere longing for home.

Why was it that this devotion to slavery and this hostility to its opposers prevailed in the non-slaveholding States? They had not always existed. Indeed, there was a time, not so many years before, when slavery was generally denounced; when men like Washington and Jefferson and Henry, although themselves slave-owners, led public opinion in its condemnation.

The right of the people of the non-slaveholding states to petition Congress for the abolition of slavery and the slave-trade in the District of Columbia, and the traffic of human beings among the states, is as undoubted as any right guarantied by the Constitution; and I regard the Resolution which was adopted by the House of Representatives on the 21st of December last as a virtual denial of that right, inasmuch as it disposed of all such petitions, as might be presented thereafter, in advance of presentation and reception.

Under the present system, it needs no argument to show that the Non-slaveholding States, with a free population considerably more than double that of the Slave-holding States, and with much more generally distributed wealth and opportunities of spending, pay far more than the proportion predicable on mere preponderance in numbers of the expenses of a government supported mainly by a tariff on importations.

Have you affiliation, intercourse or connection with any similar societies out of the United States, and in what countries? Do your or similar societies exist in the Colleges and other Literary institutions of the non-slaveholding States, and to what extent? What do you estimate the numbers of those who co-operate in this matter at?

Moreover, the contrariety of feeling between people in the non-slaveholding States, made intense by the departure of the Southern section, may inaugurate hostilities among ourselves more fearful than those which drive away the Southern people. "Perhaps we are to be two nations. I cannot but regard this as the greatest calamity which will have happened to the cause of human improvement.

Such a result is the product of no sudden culture. It must have been long and slowly growing up. And how could it be otherwise? There must be intelligence enough among the non-slaveholding whites to see the difference there is between themselves and persons of the same condition in the Free States. Why can they have no free schools?

A North Carolinian named Hinton Rowan Helper published in 1857 a very striking volume called "The Impending Crisis in the South, and How to Meet It." Dedicated to the non-slaveholding whites, and not on behalf of the blacks, its theme was slavery as a blight upon Southern white people and their institutions, and a political peril.

Prior to the breaking out of the rebellion in 1861, these various organizations, being the van-guards in the general conspiracy against the integrity and perpetuity of the Federal Government, had not been introduced, to any great extent, in the non-slaveholding states, and in consequence thereof had little or no tangibility north of the compromise of 1820, familiarly known as Mason and Dixon's line.
