Immediately preceding the State election, I was invited, by the democracy of that city, to address them, and my attention was especially called to a delusion practiced on the people of Maine, by which many were led to believe that there was a purpose on the part of the South, through the government of the United States, to force slavery not only into the territories, but also into the non-slaveholding States of the Union.

He spoke merely as the voice of the non-slaveholding white men in the South.

But as each member of the house of representatives was to have a vote, the small states opposed a representation according to numbers, while the large states as strenuously insisted upon it. In the next place, the slaveholding states claimed a representation according to numbers including slaves; the non-slaveholding states insisted on a representation according to the number of free persons.

The invitation was extended to all of such "States of this Confederacy * whether Slaveholding or Non-Slaveholding, as are willing to unite with Virginia in an earnest effort to adjust the present unhappy controversies in the spirit in which the Constitution was originally formed, and consistently with its principles, so as to afford to the people of the Slaveholding States adequate guarantees for the security of their rights" such States to be represented by Commissioners "to consider, and, if practicable, agree upon some suitable adjustment."

By associating manual labor with the stigma of servitude, it bred, in free men, a strong disrelish for work, a most demoralizing and ruinous influence. Inefficiency and degradation were the marks of the non-slaveholding whites. The master class missed the wholesome regimen of toil. Nature is never more beneficent than when she lays on man the imperative command "Thou shalt work."

"Resolved That neither the Federal Government, nor the people or Government of the non-slaveholding States, have a purpose or a constitutional right to legislate upon or interfere with slavery in any of the States of the Union. Reynolds has a good house, but he complains of his high rent, as his house was taken in the piping times of 1858.

He would organize these non-slaveholding whites into an independent political party and would hold a general convention of non-slaveholders from every slave State to adopt measures to restrain "the diabolical excesses of the oligarchy" and to annihilate slavery. Slaveholders should be entirely excluded from any share in government.

He is much better fed and clothed, and enjoys privileges altogether unknown to the slave on the plantation. There is a vestige of decency, a sense of shame, that does much to curb and check those outbreaks of atrocious cruelty so commonly enacted upon the plantation. He is a desperate slaveholder, who will shock the humanity of his non-slaveholding neighbors with the cries of his lacerated slave.

The number of these would have been larger had there been less rigid restrictions upon slaveholding. It was rather, however, the poorer whites the more democratic, non-slaveholding Southern element that formed the bulk of the earlier settlers north of the Ohio.

Before the adoption of the Federal constitution, the states were to a great extent sovereign and independent, and of course were in a condition to settle terms on which to form a more perfect union. The North and the South, otherwise, the slave-holding and the non-slaveholding states met in convention to settle those terms.
